Experts: China's accession to the International Organization for migration has helped to improve migration management system

专家：中国加入国际移民组织有助完善移民管理体系
中新社北京6月16日电 (付强)关注国际移民及华侨华人事务的专家指出，中国如果顺利加入国际移民组织，将有助于完善移民管理体系，也是对外开放的进一步深化。
近日，中国中国外交部副部长王超会见了国际移民组织(IOM)总干事斯温，并提交了关于中国申请加入国际移民组织的函。
自2001年成为该组织观察员国以来，中国已与其合作开展了两期“中国移民管理能力建设项目”；如今申请成为成员国，标志着中国在国际移民合作领域迈出了新的一步。
山东大学移民研究所所长宋全成表示，“国际移民是绝大多数国家无法避开的问题”。早在2004年，国际移民组织经分析后认为，中国已成为发展中国家公民移民的目标国家之一。
宋全成认为，借助国际移民组织这一平台，中国可以加强与其他成员国间的联系，汲取经验、吸取教训，不断完善符合中国国情的移民管理体系。
他还指出，中国移民政策与国际接轨，有利于吸引国际高层次人才，加大引智力度，从某种意义上来说，这也意味着中国对外开放的进一步深化。
海外领事保护是中国外交的重要工作。宋全成认为，在某些突发事件中，国际移民组织可与中国驻外使领馆合作，在协助撤侨等方面发挥作用，更好地维护华侨权益。
厦门大学社会学教授李明欢指出，中国应通过加入国际移民组织，争取更多话语权。
她认为，如今国际人口流动的总体规模远超以往，中国输入、输出移民总量不断提高。中国申请加入国际移民组织，有助于提升中国在移民领域的影响力。
李明欢表示，在未来有关移民规则的制定和实施过程中，中国将有望获得更多话语权。
“难民”是困扰许多西方国家的问题。中国民间存在一种声音，担心中国加入国际移民组织，会带来入境难民的大幅增长。
李明欢认为，二者之间不存在必然联系。她指出，如何接受、安置、遣返难民，要根据中国的法律决定，国际移民组织对此没有实质性约束。
她还认为，加入国际移民组织是一次契机，有助于推动中国难民审核与安置体系更加规范化、制度化。
国际移民组织成立于1951年，现有162个成员国，为非政治性的人道主义组织，总部设在瑞士日内瓦。其宗旨是通过与各国合作处理移民问题，确保移民有秩序地移居接收国。
