5月9日，黑龙江省人民检察院官网发布消息称，黑龙江省地方志办公室原副厅级干部付延成因涉嫌受贿罪、滥用职权罪被公诉。澎湃新闻（www.thepaper.cn）根据中国裁判文书网公布的4份判决书显示，至6月上旬，付延成案中已有至少4人3单位犯行贿罪或单位行贿罪被判，其中3人在上述消息发布前后一个月内被宣判。
经对该4份判决书统计，上述4起行贿案均发生在付延成任黑龙江省绥芬河市市长、抚远县（现抚远市）县长期间，涉案金额总计近697万元。其中，有3起案例系企业负责人为谋取商业利益对付延成展开“公关”，另一起案例系一国企干部为感谢付延成在职务任命上提供帮助行贿。
付延成受贿甚至到了“明目张胆”的地步，一名商人曾直接将100万现金提至他家楼下交给其妻，因为钱太多，需要协助才送上楼。此外，还有2笔行贿款系行贿人趁付延成岳母去世之际送出。
判决书显示，抚远县财政局原副局长兼国资办主任林某某，通过付延成的帮助被任命为一国企总经理，他因在该位置上受贿被查，到案后主动交代了向付延成行贿的事实，付延成随后亦被查。
付延成 被曾提供过帮助的干部举报
现年52岁的付延成早年系齐齐哈尔黑龙江化工厂一名干警，1989年开始在绥芬河市税务局任科员，5年后一路升迁，先后任黑龙江省机械设备成套局副处长、国家机械设备成套管理局投资开发处处长、中国国家发展改革委员会中国机电设备招标中心任处长，2006年12月开始任绥芬河市委副书记、市人民政府市长，2011年11月任抚远县委副书记、抚远县人民政府县长(副厅级)、兼任省政府抚远三角洲管理委员会常务副主任。2014年开始，付延成任黑龙江省地方志办公室副巡视员，为副厅级。
2015年1月，付延成被黑龙江纪委立案侦查。中纪委网站此后发布消息称，付延成在担任绥芬河市市长、抚远县县长期间，严重违反组织纪律和廉洁纪律，利用职务上的便利，在干部选拔任用及企业经营方面为他人谋取利益，索取和非法收受巨额贿赂。
据高检网5月9日消息，日前，黑龙江省人民检察院林区分院以付延成构成受贿罪、滥用职权罪，向黑龙江省林区中级人民法院提起公诉。
付延成被查，和林某某的举报有关。
判决书显示，林某某2006年3月曾被任命为抚远县财政局副局长兼国资办主任。2012年1月，抚远县东极城市基础设施建设投资有限公司成立，林某某被任命为总经理。
2016年5月4日，林某某被黑龙江省兴隆林区基层法院一审判定犯受贿罪、行贿罪，认定其在付延成的帮助下被任命为上述公司总经理，并向付行贿20万，后又在该总经理的位置上受贿10万元。
判决书显示，林某某被拘传到案后，于2014年11月25日主动交待自己向付延成行贿的犯罪事实，被认定为自首。此后，林某某还主动向检察机关检举他人犯罪事实，被认定为一般立功。
上述自首和立功情节在判决书被列为可从轻处罚的依据，林某某最终被判1年9个月有期徒刑。
多次被商人“公关”
澎湃新闻搜索到的4份涉及对付延成行贿的判决书中，除了林某某，其余判决集中在2016年5月4日至6月1日做出。
4起判例中，行贿人均因悔罪态度好、积极退赃或自首等表现被认定可从轻处罚，除林某某外，其余3人均被判单位行贿罪，获缓刑或免于刑事处罚，他们均系企业负责人，为谋取商业利益向付延成“公关”行贿。
判决书显示，2009年，哈尔滨富达汽车销售服务有限公司董事长高航为了使该公司经销的轿车进入绥芬河市出租车市场，多次与时任绥芬河市市长付延成洽谈，并表示事成之后一定会感谢。公司经销的轿车成功进入绥芬河市出租车市场后，高航将100万元人民币送给了付延成。
付延成供述称，2008年，绥芬河市启动出租车改革，高航通过绥芬河市时任公安局交警大队长刘某某和交通局长刘某的介绍与他认识。高航公司经销的轿车后来进驻绥芬河市出租车市场，他在决策过程中起到了不小的帮助。
2012年，抚远县中兴经贸有限公司法定代表人孙某，找到时任抚远县县长的付延成，要求付在抚远县对外贸企业的优惠政策上，给其公司提高财政扶持额度。后孙某通过其公司的资金先后送给付35万元，这些钱均被付挥霍。
2012年6月至2013年12月，绥芬河市丰房地产公司负责人周某一为了感谢付延成在其公司承接抚远县工程项目上提供的帮助，多次代表公司送给付钱和房产，共计折合人民币5419542.78元。在此期间，元丰房地产公司在付某某的帮助下取得了“沿江公园”、“百锅宴”、“抓吉吉荣苑”（又称“回迁楼”）等工程项目。
判决书显示，周某一曾任绥芬河市第九届人大代表职务，其在被查期间辞去了这一职务。
离任审计时曾退部分赃款
判决书显示，有两笔受贿款系在付延成岳母去世之际送出，行贿款均由付的妻子黄某某接收。
2012年6月7日，周某到场参加付延成岳母的葬礼，把装有1万美元的信封送给黄某某，让其转交给付延成。此外，林某某亦借付岳母去世之机，委托司机为付延成送去20万元，该笔欠款亦由黄某某转交。
付延成通过妻子受贿不止于此，黄某某还曾在其家住宅楼下直接接收现金，有一次因为钱太多，需要有人协助才能送上楼。
据周某供述，他为多承包工程项目，于2013年春节前一天，通过银行取款和公司既有现金凑足50万元人民币，在抚远县付延成的住宅楼下，电话联系黄某某下楼取钱送给付。2013年春节过后，周某又在该住宅楼下将100万元人民币交给黄某某，并协助将钱送上楼。
此外，周某还于2013年国庆期间陪付延成夫妇去烟台看房，随后送给付一套价值385万余元的房产，为了逃避查处，付延成授意周某将房产用周某的名字签署购房合同。
2014年由抚远县县长调任黑龙江省地方志办公室副厅级干部时，付延成开始变得谨慎。
判决书显示，2014年4月前后离任审计时，付延成让自己的司机将周某送的150万元人民币通过周某的弟弟退还，同时还让黄某某通过抚远县政府办公室主任刘某某将20万元人民币退还给送钱的林某某。
