中国住房城乡建设部：工程建筑领域保证金每年缴纳上万亿元

　　中新网6月17日电 住房城乡建设部副部长易军今日表示，全国各地设立的工程建筑领域的保证金多达24种，据估算每年保证金都超过上万亿。为此一定要加大力度减轻企业负担，加大对保证金问题的清理力度。

　　国务院新闻办公室今日举行国务院政策例行吹风会，住房城乡建设部副部长易军介绍了清理规范工程建设领域保证金的有关情况。易军在回应“工程建筑领域的保证金名目多”的相关问题时作出上述表示。

　　易军介绍，目前工程建设领域，除了依法依规设立的履约保证金、投标保证金、工程质量保证金及农民工工资保证金之外，各地设立的保证金还多达24种，这24种当中有诚信保证金、文明施工保证金，也有磋商保证金等。

　　调查显示，各类保证金的总额占到企业年营业收入的10%。而七家央企缴纳的各类保证金，仅2015年度就高达3116亿元，占了他们营业收入的11.3%，大多以现金方式缴纳。据估算，全国加起来，每年的保证金都能超过上万亿。

　　易军指出，很多业主没有及时按约定的时间返还给企业，给建筑业企业造成了很大的负担。所以，国务院领导多次做出批示和指示，要求一定要加大力度减轻企业负担，针对当前工程建设领域存在的保证金问题，加大清理力度，最大程度地来降低制度性的交易成本，这也是整体推进简政放权、放管结合、优化服务改革的必要措施。

　　易军同时表示，保证金取消以后，将推行银行保函制度来替代现金方式缴纳保证金，这也是一种国际惯例。引进了第三方金融机构，对企业双方，不管是业主也好、施工企业也好，都是一种约束，是一种担保，促进了信用的管理。
