中新网6月17日电 国家发展改革委副主任连维良今日表示，建立完善失信联合惩戒制度总的原则是鼓励纠错、有限期惩戒、有条件修复。涉及个人的信用记录，在失信行为终止之日起，这个失信记录只保留5年，5年后予以消除。

　　国务院新闻办公室于今日下午举行新闻发布会，国家发展改革委副主任连维良介绍建立完善守信联合激励和失信联合惩戒制度有关情况并问。

　　连维良介绍，一定意义上来说，我们守法诚信联合激励和失信联合惩戒，激励的对象就是列入“红名单”的企业和法人，惩戒对象就是“黑名单”。

　　那么，列入“黑名单”了是不是就永远不能翻身？连维良指出，在《指导意见》包括此前《征信业管理条例》都有明确规定，总的原则是鼓励纠错、有限期惩戒、有条件修复。有限期惩戒，就是在规定期限内纠正失信行为、消除不良影响的，可以不再列入联合惩戒的对象。

　　同时，征信业管理条例第16条上也有规定，涉及个人的信用记录，在失信行为终止之日起，这个失信记录只保留5年，5年后予以消除。当然，不再作为惩戒对象的期限，具体由相关部门来制定。

　　连维良补充到，对于“有条件修复”，《指导意见》明确提出，要建立一个对轻微失信行为鼓励主动纠错、主动自新的社会鼓励和关爱机制，就是允许被失信的当事人通过参与社会公益性服务来修复个人信用。
