中青在线武汉6月17日电 针对今年或可出现的1998年型洪水，湖北省政府今日召开新闻发布会表示，该省将通过督促落实行政首长负责制、精准施策加快隐患治理、调度骨干防洪工程等，多措并举确保长江防洪安全。
湖北省水文水资源局副局长李嗣军介绍，从今年预测降雨量来看，长江上游比1998年偏少；清江流域、汉江流域、鄱阳湖流域与1998年持平；洞庭湖流域较1998年偏多。
据悉，1998年全流域性洪水成因主要是长江中游出现两度梅雨。李嗣军分析，如果今年长江流域汛期降雨时空分布与1998年相似，即重现1998年洪水，长江中游将出现严峻防洪形势。
不过，对比1998年，湖北省长江防洪能力有大幅提高。据介绍，以三峡水库为核心的上游防洪水库群基本建成，可调蓄上游洪水库容300亿立方米左右（其中三峡水库221.5亿立方米）；丹江口水库加坝工程建成，可调蓄汉江上游洪水库容110亿立方米左右，比1998年多35亿立方米左右；清江三库完全建成，可与长江洪水错峰库容达10亿立方米左右，比1998年多5亿立方米。
“即使出现1998年型洪水，如合理调度上述骨干防洪工程，加上沿江地区严密防守，仍可确保长江防洪安全。”李嗣军说。
湖北省委、省政府高度重视防汛抗旱工作。今年，省长王国生和全省各市州市长、州长签订防汛抗旱责任状；开列清单狠抓隐患整改，确保水利工程不带险入汛；中央财政、省财政分别安排6000万、5000万资金，专项治理崩岸险情与应急抢险；重拳打击河道非法采砂，拆除取缔一批非法砂场、码头等。
18日，湖北将进入梅雨期。下一步，该省将加强巡查防守与应急管理，密切合作形成防汛抗旱强大合力，确保今年防汛抗旱目标实现。
