  “此前,公司的产品质量不够稳定,这已成公司的一块短板,但去年以来 公司加强改革,这一短板已有改善。”6月16日,在公司2015年股东大会上,公司董事长马国强表示,从2015年的情况来看,钢铁行业最困难的时期已经 过去,后续,行业内企业的亏损面可能会减少。不过现阶段,去产能和减员增效仍将是武钢的着力点。


  “后续,武钢股份将关停一座转炉,同时还将逐步去产能40万吨,而在减员增效方面,公司将继续优化人员结构,继续优化5千人到6千人,以达到人均产能1千吨的标准。” 马国强表示。


  去年巨亏75亿


  2015年,武钢股份最高管理层经历更迭,马国强取代邓崎琳出任武钢股份董事长。“新官”上任后,马国强在包括武钢股份在内的武钢集团进行大刀阔斧的改革。

  改善公司产品质量则是新的领导层“烧”的另一把火。马国强指出,“此前,因为公司管理层在管理过程中不尽心不经心,导致公司的产品质量一直不太稳定,客户体验不太好,为此,公司加大对产品质量的管理。”


  公司年报资料也显示,2015年,武钢股份组织开展QCDDS日常督导、整改,并在汽车板方面推进全流程质量对标, 供武汉通用产品一举实现零缺陷交货,供神龙三厂外板返修率降至5%以内,电镀锌面板批量供应北京奔驰。


  这种成本管理在财务数据上得以体现,2015年,公司管理费用30.36亿元,同比下降7.12%。


  但这种成本管控模式仍然抵挡不住行业的颓势。2015年,公司营收583.38亿元,同比下滑41.29%,归属于上市公司股东的净利润-75.15 亿 元,公司首度进入亏损。


  “去 年亏损的主要原因就是钢材产品价格的下降。”马国强解释,在2015年1月1日到12月31日间,国内热轧产品价格每吨下降1100元,冷轧产品价格每吨 下降1300元,而镀锌产品价格下降1400元左右。由此对应的营收减少160亿元,虽然铁矿石和煤炭等原材料价格也不断下降,公司在成本管控上也加速布 局,但仍然没有摆脱亏损的局面。而公司的产能利用率也不算高,“公司的产能设计可达1800万吨,但实际产能只有1500万吨左右”。


  武钢股份的亏损并非个案。中国钢铁行业协会数据显示,2015 年,中钢协会员钢铁企业实现销售收入2.89万亿元,同比下 降 19.05%,实现利润总额-645.34 亿元,亏损面为 50.5%,同比上升33.67%。


  仍将去产能40万吨


  但从2015年年底,钢铁行业出现一波反弹行情,钢铁产品价量齐升,市场上甚至出现部分企业复产。


  “但这种回暖是暂时的。”武钢股份总经理邹继新认为,短期的回暖可能代表不了行业的形势,从长期来讲钢铁行业产能过剩的局面还是没有根本性的改变,行业内的产能利用率仍不到70%,仍处于产能过剩的状态,而要真的实现钢铁行业的良性发展和价格提升可能还需要很长一段时间。


  不过,马国强认为,钢铁行业最困难的时候已经过去了。“应该说到去年年底,我个人认为是最坏的时候已经过去了,今年已逐步恢复。”马国强表示,今年4月份前后,市场钢价大幅回升,甚至一度可能恢复过猛,到现在进入正常的修正时期,也属于正常现象。


  马 国强还认为,从现在开始钢价会逐渐恢复到大家都会有一定的利润或者微亏状态。“国家力推的钢铁行业去产能如今的决心也很大。”马国强说,如今去产能要动用 地方的力量来把钢铁的产能去掉,在此前的去产能过程中,存在不少通过牺牲环境为代价的钢企,形成劣币驱逐良币的现象,而此番国家去产能政策下,国家从安 监、环保等执法的角度来要求去产能的落实,这对此前合规的大企业是有利的。此外,以前还有很多中小企业买废钢、不开发票等情况,在这次全面改革中,这些现 象都有了很大的改善,竞争环境也逐渐公平。另外,经历了去年的严峻形势后,绝大部分钢铁企业都意识到了降成本、提高效率的重要性。“这些行动的开展,再加 上国家整体上要全面建成小康社会的总体目标,这些对钢铁市场未来比较长时间的一个支撑,可支撑钢企逐步减少亏损。”


  但这并不意味着去产能就不会推进。今年2月,国务院公布《关于钢铁行业化解过剩产能实现脱困发展的意见》中指出,从2016年开始,将用5年时间再压减粗钢产能1亿-1.5亿吨。


  “过 去几年,武钢股份通过产品结构调整,已逐步将落后产能淘汰掉了。”马国强指出,但从现在的市场行情来看,如果在一个区域内没有绝对优势的产品,其进入市场 是不划算的,武钢股份依托周边300公里-500公里范围的重庆、武汉、长沙、南昌、合肥等市场,可以借机将一些成本较高产品的产能去掉。而武钢2016 年的工作计划中,增效仍然是工作的重点,比如近期,公司就已计划将一个只有90吨的转炉关掉,此外,公司将去掉40万吨的产能。


  人员结构的优化也仍将在武钢股份内部持续。马国强表示,经过上一轮优化后,武钢股份的员工已降为2.3万人左右,按照年产1500万吨计算,人均产钢水平已经达到700吨。“但按照国家的相关要求及行业水平,后续结构还会优化,未来还需要优化5千人-6千人。”


  不 过,针对外界传言的宝钢和武钢股份的重组合并传闻,武钢股份方面再度否认。马国强表示,目前,武钢股份的定位仍然是主营是位于武汉市青山区本部的钢铁主 业,此前,武钢股份包括武钢集团在内,曾探索在煤矿、铁矿等上游延伸,以此形成纵向一体化的产业链条,但经过探索后发现,这些产业基本属于同一生态链,均 受钢铁行业的影响。因此,武钢股份未来即便真的进行兼并重组,更多会考虑向多元化的方向尝试。“针对同行间的并购重组,武钢股份没有太多机会。”
