5月4日，火箭军和武警部队分别有9人和13人晋升；5月6日，海军有11人晋升；5月10日，空军有10人晋升。
《中国人民解放军军官军衔条例》规定，解放军实行军官职务等级编制军衔，大校以上军衔晋级为选升，以军官所任职务、德才表现和对国防建设的贡献为依据。
按过往惯例，全军多在每年“八一”建军节前后集中晋升军衔。现在时间还没到，为何有如此成规模的晋衔活动呢？
长安街知事（微信ID：Capitalnews）发现，一年来，全军成规模的晋衔活动一共有两次，一次是去年“八一”，一次就是当下。值得注意的是，两次晋衔之间发生了一件写进军史的大事：军改。
上一次晋升军衔的将领，多在军改中担当大任。比如现任中央军委办公厅主任秦生祥、中央军委政法委书记李晓峰、中央军委纪委副书记杨成熙、中部战区司令韩卫国、北部战区陆军政委徐远林等新晋中将。特别是韩卫国中将，他是军改中唯一一位直接从军区副司令员升任战区司令的将领。
如今，军改各项工作稳步推进，军委各部门和各战区指挥架构已经成型，在这一时间节点晋升军衔，可视作军改人事工作的一个重要方面。
在这次晋升少将的名单中，就有多位出身指挥作战一线、刚走上重要岗位不久的优秀将领。
空军的程晓健少将是新中国成立以来空军第一位女师长。1981年成为空军第五批女飞行学员后，她先后飞过6种机型，安全飞行3240多小时，多次出色完成战斗空运、军事演习等任务。1998年抗洪那年，湖北公安县群众被洪水围困，是她在万分危急关头，沉着指挥战机飞赴抗洪一线。军改启动前，程晓健担任成都军区空军副参谋长，目前她的最新职务尚未获官方宣布。
海军参谋长助理王大忠也是这一批晋升少将的。1987年9月，他以海军航空兵第二师六团中队长的身份，成为首届“飞行员舰长班”学员。这是一批“既能驾机上天，又能率舰闯海”的高素质复合型军事指挥人才。在2013年7月间举行的“海上联合—2013”中俄海上联演中，王大忠以中国海军海上编队指挥员的身份亮相。去年5月，他刚刚出任海军参谋长助理。
值得关注的是，在晋升少将后的半个月内，就有一位海军将领走上新的工作岗位：东海舰队原副参谋长王建勋出任上海水警区司令员。水警区隶属于舰队下辖的海军基地，级别一般为正军级，这意味着王建勋在军衔晋升后，职务也得到晋升（知事注：东海舰队副参谋长为副军级）。
职务晋升和军衔晋升都是将领获得重用的一个重要信号。先升职后升衔有之，先升衔后升职亦有之。一般而言，职衔之间有相对固定的匹配，比如担任副大军区职满一年的少将军官便有望晋升中将军衔。本轮军改将领调整颇为频繁，特别是一大批成长于作战一线的年轻将领走上重要领导岗位。不难判断，职务晋升后，他们很快也将获得军衔上的晋升。
