盘点中国官员两地分居：或成“性贿赂”婚外情诱因

　　前不久，广东省委副秘书长刘小华自杀身亡的消息引人关注，不少报道都提到了刘小华今年3月离任湛江市委书记时发表的感言，他说：“感谢省委对我和我的家庭的亲切关怀，让我能够调回广州工作，更好地照顾患病的妻子，从而结束长达15年夫妻分居的生活。”

　　刘小华提到，自己与妻子分居15年。政知圈发现，这种由于异地任职导致的夫妻分居，在官员群体中并不少见。而对于官员来说，如果处理不好异地分居的问题，有时候甚至会影响到自己的仕途。

　　为解决夫妻两地分居问题而辞职

　　政知圈注意到一篇关于这一问题的调查文章。

　　2014年，由中央党校主办的《学习时报》曾刊登过山东师范大学经济学院副院长乔翠霞的调查文章，她在山东省委党校对450多名官员进行问卷调查，得出的调查结果是“有一半以上的官员曾在异地任职，平均异地任职时间为5.5年，有75.6%的官员曾两地分居”。

　　虽然只是针对450人进行了调查，但也足以说明夫妻两地分居的现象在官员群体中非常普遍。

　　干部异地任职是为了预防腐败，让干部跳出原有的人情关系圈子，离开可能滋生腐败的土壤。目前，这种任职模式已经成为一种常态。

　　根据2006年发布的《党政领导干部交流工作规定》，交流干部的配偶、子女是否随调随迁，尊重本人意愿。而且，不少省市等地方都出台了解决官员两地分居问题的办法，在解决配偶岗位、住房等问题方面都给予了便利条件，但仍然有官员因为孩子上学等原因，保持夫妻两地分居的状态。

　　政知圈发现，也有以两地分居为“理由”而放弃仕途的。2010年，武汉中国国家发展改革委员会主任、党组书记徐进提出辞职，原因是为解决家庭两地分居等实际问题，市人大常委会会议于当年4月通过了徐进的辞职请求。但徐进的辞职请求似乎没这么简单，辞职后的徐进加盟中钢集团，成为武汉市有史以来辞职下海的最高级别官员，并于一年后逃往境外，如今上了红色通缉令。

　　婚外情与管束不严的诱因

　　乔翠霞在前面提到的调查报告里曾提出，两地分居导致的官员情感空白，有可能成为“性贿赂”或婚外情的诱因。

　　合肥市安监局原副局长王西平，与妻子分居三、四年之后，在一次饭局上与一位叫张玲的商人产生情愫，后来发展为情人关系，导致王西平后来与妻子离婚，与张玲结婚。不过，前妻向上级举报王西平受贿，他也因此被司法机关立案调查。

　　中国行政体制改革研究会副会长汪玉凯在接受媒体采访时也说过，官员家庭不在任职地，长期一个人在外生活，缺乏家庭的约束力，容易出现生活堕落、包养情人等问题。

　　两地分居可能产生的另外一个问题是对家属的监管不严，南京市原市长季建业在被判入狱后曾说，因为与家人长期分居两地，对妻子和女儿的管束不严，一些朋友正好利用了这个软肋，对自己的家人发起进攻。

　　分居对官员来说是重要考验，政知圈注意到，广州市医疗保险服务管理局一处长易某因受贿罪被判入狱，在辩解时说，自己因为长期与妻子、儿子分居异地，为了弥补亏欠之情，就想着拿钱让妻儿过上好生活，包括花钱给儿子买房子等。

　　如何解决两地分居问题？

　　两地分居对官员的工作也有直接影响，有些官员频繁在就职地和家之前两头跑，耽误工作，被戏称为“走读”官员，坊间还有顺口溜讽刺这种现象：“干部像候鸟，频往家里跑；白天寻不见，晚上影难找；办事得赶早，晚了就白跑。”

　　考虑到官员分居埋下的隐患，一些省市积极号召官员配偶随迁。2014年，陕西省委发布通知，要求市县党政领导干部在工作地安家，配偶随调随迁将作为新提拔干部的必要条件。

　　通知中要求，现有市、县党政领导班子成员中，凡没在工作地安家的，要做出计划逐步实现就地安家，组织部门帮助协调其安家困难。确实有特殊情况，配偶不能随调随迁的，需报上级党委组织部门审查同意。

　　陕西的相关规定将干部配偶随调随迁变成了刚性要求。大部分省市是通过为官员配偶提供随迁随调的便利条件，来推动这项工作。例如，2015年，山东菏泽市印发了《菏泽市解决工作人员夫妻两地分居工作方案》，以县区工作人员对调方式来解决夫妻两地分居问题，收到了很好的成效。

　　防止“随迁”变“升迁”

　　政知圈注意到，早在1989年国务院就公布了《关于进一步解决干部夫妻两地分居问题的通知》。目前在人社部官网上，每隔一段时间就会公布上一阶段解决夫妻两地分居的情况名单。

　　虽然官员配偶随迁越来越便利，但有人提出，配偶随迁也有负面问题。

　　云南原省委书记白恩培的妻子张慧清，就随白恩培前往云南，原本一个小招待所的服务员，没有任何资历，靠着丈夫给自己的安排，进入云南电网公司工作，之后一步步成为云南电网公司党组书记。

　　张慧清只是一个缩影，有官员利用职务影响，通过打招呼的方式，将自己的家属直接安置到财政、税收等福利较好的单位或一些实权部门，有的家属甚至只是挂名，并不上班履职。

　　因此也有一些专家提出，干部家属随迁必须规范，要强化对干部随迁家属的监督，不能把“随迁”变成“升迁”，成为腐败的新土壤。
