有他“罩着”，妻子做生意轻轻松松地赚得巨额利润；有他“帮忙”，妻子轻而易举地将一栋别墅卖得不寻常高价；经他拍板，国家“随随便便”就损失了15个亿多。在担任安徽省淮南市市长期间肆意弄权的曹勇涉嫌受贿、滥用职权一案，经安徽省检察院指定管辖，日前由滁州市检察院提起公诉。
现年51岁的曹勇曾任安徽省淮南市市长，案发前任安徽省商务厅党组书记、厅长。2015年5月，经安徽省检察院指定，滁州市检察院以涉嫌受贿罪、滥用职权罪对曹勇立案侦查。
滁州市检察院指控称，被告人曹勇在任淮南市市长期间，利用职务上便利，非法收受他人贿赂共计人民币2147万余元，为他人谋取利益。起诉书显示，曹勇所收受的2147万余元巨额贿赂款共分为两笔，且均与其妻子刘静云（另案处理）有关。
2007年，刘静云出资注册成立了安徽省威钻机电有限公司（简称“威钻公司”）。与曹勇结婚后，刘静云又出资注册成立安徽省正巨工具制造有限公司（简称“正巨公司”）。刘静云系二公司实际控制人。威钻公司原向淮南某能源公司供应钻头等矿用配件，后因该公司不符合供应商资格而未能参与投标，并被停止供应业务。曹勇在任淮南市代市长后，向该能源公司总经理打招呼，请其帮忙在威钻公司继续供货方面予以关照。经安排，威钻公司重新成为此能源公司的钻头供应商。2009年至2012年，此能源公司为感谢时任淮南市市长曹勇的帮助与关照，将威钻公司、正巨公司作为某型号钻头的唯一供应商，并违规通过议价方式以明显高于市场价的价格从威钻公司和正巨公司独家采购该型号钻头。
期间，曹勇明知刘静云向该能源公司高价销售钻头并赚取高额利润而予以认可，并利用职务便利，在该能源公司总部办公园区及辅助配套设施建设、淮南大剧院项目建设、资金拨付等多方面给予帮助。经审计，威钻公司和正巨公司共获得非法利润计1844万余元人民币。刘静云将上述所得用于家庭购买房产、民间借贷等投资。
2010年11月，刘静云以威钻公司的名义出资279万元在合肥购买了一栋别墅，并将购买别墅的情况告诉了曹勇。后曹勇伙同妻子刘静云在将此别墅出售给某建设集团公司法定代表人陈某过程中，以几乎高出市场价格一倍的方式获得陈某所付购房款636万元，从而因此共同收受陈某贿赂人民币302万余元。当然，此起非正常交易的“条件”是，曹勇夫妇帮助陈某的公司顺利拿到了在淮南市所承建的道路工程款共计7769万元。
滁州市检察院另外还指控，曹勇在某实业集团公司投资淮南主题公园项目过程中，滥用职权，同意违规返还土地出让金17亿余元，造成15亿余元至今未能追回。目前，淮南市该主题公园项目已停工，因拖欠工资等问题，造成大量施工人员、职工多次到淮南市政府上访，同时1000多亩国有土地被占用、闲置，造成恶劣的社会影响。检察机关认为，应当以受贿罪、滥用职权罪追究曹勇的刑事责任。
据了解，此案将于近期在滁州市中级法院开庭审理。
