  中国的公务员到底有多少?据人社部5月30日发布的《2015年度人力资源和社会保障事业发展统计公报》(下称公报)显示,截至2015年底,全国共有公务员716.7万人。


  具体是指哪些人?跟国外相比,这个数据是多还是少?我国的公务员队伍是否面临膨胀的压力?在十八大以来高压反腐的大背景下,由于公众对于中央规范公务员队伍抱有很高期待,这些问题自然地成为了人们关注的焦点。


  716.7万人是多还是少


  与发达国家可比性不强


  任何一点关于公务员的风吹草动都能引发公众强烈的关注。


  记者梳理人社部发布的历年公报发现,这是首次在公报中公布现有公务员人数,在此之前的公报中,披露的仅为录用公务员的人数。


  国家行政学院教授竹立家告诉《中国经济周刊》记者,人社部公布的公务员总数,主要是指国家机关工作人员,即政府系统工作人员,范围是人大、政协、政府、法院、检察院等机关除工勤外的人员,不包括事业单位工作人员。“相对于发达国家,我国公务员人数并不高。”


  之所以得出这样的结论,竹立家的判断逻辑是:美国2015年总人口是3.2亿,政府公务员人数是2800万左右;而中国是13亿人口,公务员才716.7万。中国总人口是美国的4倍,而公务员人数仅为美国的1/4,“怎么比都是不多的”。


  单看716.7万这个数字,与我国13亿人口和接近8亿劳动人口来说,比例确实不算高,即便跟发达国家的美国、欧盟等国的公务员人数相比,这个数据也不是很高。但国家行政学院研究员胡仙芝指出,由于各国对公务员的定义不同,每个国家公务员的范围不一样,因此可比性并不强。


  但是,由于716.7万仅指国家机关的公务员人数,如果算上全部公共财政供养人员,这个数字就高了。


  那么,我国究竟有多少人在“吃财政饭”?



  我国财政供养人员约5000万人,


  膨胀压力很大


  财政供养人员,是指由国家财政负担工资福利的公职人员,涉及范围有狭义和广义之分。


  狭义的财政供养人员,仅指政府机关人员,又称国家公务员,在国外称政府机关雇员或文官;广义的财政供养人员,又称公职人员,在国外称政府雇员,不仅 包括政府机关人员,还包括由财政供养的公共机构人员,如公立机构的教师、医生、环境卫生人员、图书馆管理人员等,相当于我国的事业单位人员。


  按照权威的统计方法,我国财政供养人员分为两大部分:一是政府机关人员,包括国家机关人员、政党机关人员和社会团体机关人员;二是事业单位人员,包括教育、医疗卫生、科研、文化等公立部门人员。


  从这个定位看,显然,目前公布的716.7万公务员是指狭义的财政供养人员。


  “我认为,应当从广义角度来界定财政供养人员。”中国行政管理学会副秘书长沈荣华接受《中国经济周刊》记者采访时表示。


  我国广义的财政供养人员到底是多少?根据国家统计局统计的数据,2008年政府机关人员1328万,事业单位人员2618万,财政供养人员合计为 3946万人,占总人口的比重为2.97%,比值为1:34。据记者了解,2008年以后,国家统计局再没有对财政供养人员总数进行过统计,竹立家向《中 国经济周刊》记者介绍,目前我国财政供养人员约5000万人。


  目前约5000万“吃财政饭”的人员究竟是多了还是少了?沈荣华告诉《中国经济周刊》记者,数字本身并不能说明问题,因为财政供养人员数量是否适度,取决于多方面因素,迄今为止国内外并没有普遍适用的统一标准。


  在沈荣华看来,评判财政供养人员多少的依据,主要看是否与本国国情相适应,特别是与本国的发展阶段、人口规模、政府职能、政府结构、政府财力等因素相适应,既要满足政府履行职能的需要,又要防止人员过多,增加行政成本。


  他根据自己多年的研究得出结论:从历史上看,财政供养人员总量已不少,膨胀压力很大。“党政机关和事业单位作为就业的热门领域,面临巨大的进人压 力,如每年都需接纳一定数量的高校毕业生和军转干部等新增就业人员,而机关事业单位人员的消化渠道不畅,主要是自然减员,数量十分有限,基本上是出少进 多,财政供养人员规模存在扩张趋势。”沈荣华说。


  公务员结构出现怪现状,


  “官与兵”比例失调


  相比公务员人数的多寡,公务员队伍中“官与兵”比例失调是个大问题。


  有媒体记者从某省直机关了解到了一些人事信息。如该省科技厅,按编制数,正厅级1人,副厅级8人,县处级44人,科级8人,科级以下21人。


  也就是说,全单位82人,科级以上61人,没有职务的普通公务员只有21人。


  此例,绝非偶然。记者查看湖南省政府各厅的人事信息。该省商务厅领导人一栏显示,正厅级1人,副厅级10人;该省教育厅领导人一栏显示,正厅级1人,副厅级12人。


  “什么叫官多兵少?这就是典型。”竹立家告诉《中国经济周刊》记者,在中国的省直机关,一般一个厅局下设十几个处室,每个处室配置一个处长,一两个副处长,一两个具体做事的科长或者普通公务员。处室里的具体业务,基本都落在办事员身上。


  “在美国,一个城市会设一个市长,然后再配置两三个副职;而我们城市中的市级领导配置一般也有五六个甚至七八个副职,有的市级干部副职可能更多。一个领导干部,有办公、车补以及其他乱七八糟的待遇,加起来可能比五六个公务员的个人成本还要高。”竹立家感慨道。



  尽管报名人数创新低,


  公务员仍是热门就业岗位


  人社部的公报还显示,2015年全国共录用公务员19.4万人。其中,中央机关及其直属机构2.1万人,地方17.3万人。中央机关公开遴选232名公务员,省级机关公开遴选1726名公务员。


  公开数据显示,从2009年到2015年,全国共录用公务员人数分别为13万余人、18万余人、19万余人、18.8万人、20.4万人、 20.24万人、19.4万人。其中,2014年、2015年连续两年下降。2015年下降更多,比最高年份的2013年下降了1万人,也创下公务员国考 的报名人数和录用人数3年以来的新低。


  除此以外,自2013年以来,关于公务员主动离职的新闻不断曝出,让人感觉公务员离职会成为越来越普遍的一种现象。于是,有人把公务员离职潮和公务 员吸引力减弱联系起来,理由是:既然体制外的人对公务员的热情都已下降,说明公务员的日子真的不好过了,公务员出现离职潮也是自然而然的事情。


  首先的问题是,公务员离职潮的出现会导致公务员人数减少吗?


  “当然不会。”国家行政学院研究员胡仙芝果断地向《中国经济周刊》记者表示,即使离职潮出现,还会有大批新的公务员补录进来,新的加入人员会基本保持公务员编制和人数的相对稳定。


  “个体的选择、取舍,可以有好多种情况,但个体选择往往不直接等同于集体选择的结果,基于个体公务员选择的离职,不代表和等同于整个社会公务员队伍 会发生锐减和瓦解。近两年公务员的报考和录用比例相比以前有所下降,反映出大学毕业生报考公务员总体上比较理性,也体现出有关部门在控制公务员总体规模做 出的努力。”胡仙芝说。


  即便不会出现辞职潮,近两年公务员的报考和录用比例下降却是事实,这是否意味着公务员热就此开始降温了?


  “公务员仍是热门就业岗位。相比其他岗位,公务员职业比较稳定。”竹立家说。


  公报还称,全面落实调整机关事业单位工作人员基本工资标准工作,落实在县以下机关建立公务员职务与职级并行制度工作,实行乡镇机关事业单位工作人员补贴政策,继续开展公务员和企业相当人员工资试调查比较工作,完善事业单位岗位绩效工资制度。


  上述薪酬改革无疑跟公务员工资相关,由此,胡仙芝认为,“由于整个经济发展水平,未来公务员的工资也会增长,这都是公务员职位吸引人的地方。所以,未来公务员热还会持续。”
