　　值得注意的是，美国在亚太一些国家的军事安排和动作频密，引起了有关国家人民的关注和反对。这种现象值得大家关注和思考，美国在亚太地区究竟以何种方式存在，发挥什么样的作用，才真正符合本地区国家和人民的利益。希望美方多倾听本地区国家和人民的呼声，多做真正有利于地区和平与稳定的事情。

　　问：你上周在记者会上说吐噶喇海峡是国际海峡。按照国际法，国际海峡需要满足两个条件，第一是地理地形条件，第二是通过的船只数量较多。有专家说，吐噶喇海峡不满足第二个条件。中方认为吐噶喇海峡是国际海峡的依据是什么？

　　答：根据《联合国海洋法公约》规定和有关国际实践，在用于国际航行的领海海峡内，所有船舶享有过境通行权，无需向沿海国家提前申报。根据《公约》规定，这一类海峡地理上两侧连接公海或专属经济区，并且用于国际航行。
