山西省更是出台文件，对环境监测数据弄虚作假行为判定及处理实施细则进行规范，明确17种篡改监测数据、14种伪造监测数据的行为。
对此，公众环境研究中心主任马军对《每日经济新闻》记者说：“近年来，环保部在不断加强对环保数据的监管，一些地方已经开始行动，山东等一些地方也在探索遏制环境数据造假新的机制，未来地方在查处环境数据造假上的力度会进一步加强。”
现状：监测数据造假多人被拘

福建省介绍，已查到的造假方式包括：破坏采样管路，人为配制样品或对样品进行稀释；规避仪器采样时段，致使监控采样时总是排放达标废水；故意闲置、不正常运行自动监控装置；篡改仪器参数，改变数据修正值等。
为此，福建省环保厅责成有关地方环保部门对挂牌督办企业依法严厉查处。对涉嫌篡改、伪造污染源在线监测数据，以及不正常运行污染治理设施的，依法予以行政处罚，并同步移送公安机关对相关责任人实施行政拘留。
早在今年3月，在杭州市也查处两家涉嫌在线设施上弄虚作假的企业。
同时，今年6月2日起山西省正式实施《环境监测数据弄虚作假行为判定及处理实施细则》，明确了环境监测数据造假情形认定，以及对数据造假行为的惩处规定。特别强调，对党政领导干部、国家机关工作人员篡改、伪造或指使篡改、伪造监测数据的，由负责调查的环境保护主管部门提出建议，移送有关部门予以处理。
地方在查处环境数据造假上的力度在加大，未来还会进一步加强，马军告诉《每日经济新闻》记者，一些地区已经在尝试处罚机制，一旦发现企业数据造假不仅仅面临处罚，还会影响企业环境信用评价，影响到企业的信贷、采购、上市等。
背后：屡禁不止因造假成本低
为掩盖超标排放等问题，环境数据造假也一直被业内称为“潜规则”。
新环保法实施后，对环境监测数据造假提出了更为严厉、明确的处罚措施，用法律强化数据的真实性。
然而，即便如此，环境监测数据造假的问题依然层出不穷。
2015年，全国共发现2658家污染源自动监控设施存在不正常运行、超标排放、弄虚作假等问题，17个省区市对发现的问题立案78起。环保部通报15起污染源自动监控设施及数据弄虚作假典型案例。
马军介绍，环境数据造假屡禁不止根源是造假成本低、收益大，某省专门负责监管这方面的领导就指出企业环境数据造假的成本就80元~100元，却可以节省几十万元的环境处理成本，差距巨大，部分企业就会铤而走险。
实际上，严惩之下仍难断根的环境数据造假问题，引起了环保部门的高度重视。
2015年12月，环保部印发《环境监测数据弄虚作假行为判定及处理办法》，为打击环境监测数据弄虚作假行为提供了判定依据。同时要求，地市级以上人民政府环境保护主管部门应定期或者不定期组织开展环境监测质量监督检查，发现环境监测数据弄虚作假行为的，应当依法查处，并向上级环境保护主管部门报告。
环保部一直在加强环境监测数据的监管，包括新环保法等也对此提出了严格要求，马军认为，造假还是有一定的普遍性，识别、揭示还是要靠地方加强推进，但是，在加强落实方面一些地区还没有完全做到。
“地方在查处数据造假上的力度会进一步加强，大的方向一定是这样，随着环境监测权的上收，可以预见未来对数据有直接监管、监测权的省一级环保部门会进一步加大监管力度。”马军说。
