近日，法晚(微信公号ID:fzwb_52165216)记者在淮南市采访时发现，早年间的杨振超可谓踏踏实实、勤勤恳恳，仕途上的每一步升迁都有坚实的足迹。但是他主政淮南市的6年时间里，当地人却认为他毫无作为，没有政绩。甚至有知情人士称，他爱打麻将以至于上班时经常无精打采；在官场上，他为人低调、处世谨慎，被视为处世老到。虽然毫无政绩，杨振超却给当地留下两大烂尾工程，总投资额78亿元。

“政绩” 耗资78亿 两大项目均烂尾
“他在任的6年里，可以说没有政绩，是个庸官，他留给淮南的、值得一提的或许只有在他任内开工兴建的两大烂尾工程。”一位熟悉淮南官场的知情人士对记者表示。
近日，法晚(微信公号ID:fzwb_52165216)记者在淮南实地采访时发现，这两大工程均处在淮南市山南新区，且都是在其任内动工兴建，并且根据相关规划目前都处于烂尾状态。
第一个工程是淮南志高欢乐园项目，相关资料显示，淮南志高欢乐园项目2010年3月动工，该园占地1200亩，耗资60亿元，是一个以科技文化、动漫、休闲、度假为一体的大型文化旅游项目。园区按照不同文化主题分为6大景观区，布局有天幕影院、亚洲最高的山体摩天轮、世界落差最大的激流勇进等31个大型室内高科技动漫体验项目和大型机械游乐设备。
当地多位村民告诉记者，志高欢乐园已停工两三年了，从建设至今，欢乐园内的大屏幕也只见亮过一次。据《中国经营报》报道，淮南志高项目出现如此被动局面，主要是因为一块用于房地产开发的土地出了问题。
淮国土资罚字〔2013〕3157号行政处罚决定书显示，淮南志高动漫文化科技发展有限公司未经批准非法占用土地367223.52平方米（约550亩）（其中耕地面积为167917.25平方米）进行城市广场项目建设，违反了《中华人民共和国土地管理法》第二条第三款、第四十三条、第四十四条的规定。而安徽省国土资源厅官网称，淮南曾成立市重大典型违法用地案件查处专案组，对志高（淮南）、日芯光伏、陕汽重卡、中央公园、思源新村、淮河重点平原洼地治理等6个重大典型违法用地案件进行查处，督办整改落实。
另一烂尾工程就是预计总投资18亿元的淮南奥林匹克公园，该公园由橄榄球、排球、足球和篮球4种不同造型的体育场馆组成，配套设施还包括1栋乒乓球拍造型的五星级酒店，总投资约18亿元，其中4个体育场馆的投资为15亿元。
淮南市相关部门称，工程自开工累计完成投资6.37亿元，因用于一期工程建设所置换的土地指标未能如期挂牌交易，导致建设资金出现一定的差额，致使工程暂时处于停工阶段。记者在该工程施工现场看到，工棚仍在，现场还依然被围墙围着。
对于这两个烂尾工程，淮南当地的多位市民认为，这是典型的为捞政绩而建的形象工程，劳民伤财。
为人 主动揽责 被指处世老到
尽管杨振超被指主政淮南市期间毫无政绩，是个庸官，但在一位对淮南官场长期观察的知情人士眼里，杨振超其实也是有“优点”的，那就是处世老到。
这位知情人士称，杨振超在淮南任市委书记时和淮南市长曹勇不和人人皆知。两人还在给领导干部办健身卡问题上出现矛盾，淮南市曾于2009年3月打算给全市副处级以上的干部每人办一张“澳瑞特健身中心健身贵宾卡”，每张卡的面值2580元，由淮南市下拨专项财政资金办理。淮南市体育局打报告给市里，要求市财政从体育彩票公益金的地方留成中，专门拨出一笔费用办理此事，但是在已发放数百张健身卡的情况下，此事被媒体曝光，办卡之事被紧急叫停。
这位知情人士告诉记者，在办健身卡的问题上，是曹勇同意的，而杨振超却并不同意。可令人意外的是，在省里要求对此事进行责任追究时，是杨振超主动替曹勇把责任揽了下来，为此，淮南官场的人都说他处世老到。
为官 时值升迁 下属单位犯错不追责
在与杨振超有过“交集”的曾经的淮南市工商局工作人员李远红的眼里，他是一个为了自己升迁却放任下属单位恣意乱为的人。
他回忆称，2012年淮南市工商局发生了38名干部“带队考察”台湾旅游景点事件，有人在网上发帖反映此事，为维护淮南工商及当地形象，防止社会舆情持续向“纵深”发酵，李远红在先后三次主动向时任淮南工商局局长提出正确处理此事的建议却不被采纳反遭怀疑的前提下，于8月1日前往市委欲面见市委书记杨振超。
在被杨的秘书拦下后，他面见了市委秘书长李忠。李忠当面赞赏他很有责任心，并答应一定负责将他写给市委书记的信面交杨振超。然而就在他前脚刚离开市委大院不到十分钟，时任市工商局局长就知道了，待他回到局里后，这位局长代表局党组大发雷霆并辱骂他，当天上午就强制解除了与他的劳动合同关系，随后他又遭到不明身份人员的暴打。
谈及此事，他认为，事情闹得这么大，杨振超不可能不知道此事，而唯一的解释或许是杨振超担心此事会影响自己升迁。李远红向记者证实，此事发生时，杨振超即将升任副省长，省里有关部门正在对杨振超进行考核。
“他只要及时加以干预，也不会造成我被解聘以及被打的后果，可以说，淮南市委和杨振超本人至今还欠我一个说法。他这是典型的不作为。”李远红对记者表示。
一位曾在淮南工作过的知情人士在谈及杨振超不作为问题时称，他在淮南口碑一般，“最大的特点是爱打麻将，以至于上班时常常无精打采。”
追溯 为人低调 很少回乡
与在杨振超主政淮南时给人留下“不作为、是个庸官”印象不同的是，在他老家人的眼里，他是个工作有能力、为人处世非常谨慎的人。他的一位杨姓族人告诉《法制晚报》记者，虽是同族，但他也只见过杨振超几次。
“他不常回来，当副省长后回来得更少了，再也见不到他了。”这位杨姓族人称，由于他小心谨慎的性格，没有谁能与他走得近，也没有人指望他能帮上忙，就是他的老同学到合肥找他，最多是招待一下，根本不敢谈让他办事的事，“因此对他被查之事，大家都感到很意外。”
而杨振超的一位叔叔也告诉法晚(微信公号ID:fzwb_52165216)记者，杨振超早年的确非常踏实能干，他曾到农村当过两年的知青，表现积极，“割稻子手指裂开大口子也不叫疼不叫苦”。他表示，自己及杨振超的其他几位叔叔均没有沾过他的光，也没找过当副省长的侄子办过任何事。
公开资料显示，杨振超是一位从素有“将军县”之称的安徽金寨县走出来的一位本土官员。他当过两年的知青，大学毕业后曾在安徽铜陵有色金属公司深耕21年，从实习生干起，先后任班长、区长、科长、矿长等职，后逐步升任该集团公司经理之职，在调任淮南市委书记之前曾任安徽省经委主任和省国资委主任。
但遗憾的是，这位曾经表现不错的官员却成为继陈维席、陈世礼、方西屏之后，第四个落马的安徽淮南市委原书记。
