中国落马官员做了什么事，给国家造成十几亿损失？
新京报快讯(记者王梦遥)近日，安徽省商务厅原厅长曹勇受贿、滥用职权案在滁州市中级人民法院开庭审理。检方指控曹勇滥用职权，致使国家财产损失15亿余元。这一数字甚至高出周永康被控造成的经济损失。
6月21日，滁州中院公开审理了曹勇案。滁州检方起诉指控：2008年至2013年2月，被告人曹勇利用其担任中共淮南市委副书记、市长职务上的便利，为他人谋取利益，非法收受他人贿赂2147万余元。此外，曹勇还滥用职权，致使国家财产损失15亿余元并造成恶劣社会影响。
据当地媒体报道，曹勇在某实业集团公司投资淮南主题公园项目过程中，滥用职权，同意违规返还土地出让金17亿余元，造成15亿余元至今未能追回。目前，淮南市该主题公园项目已停工。
记者注意到，不少落马官员在庭审中都被指控给国家造成经济损失，多涉及土地、矿权等转让中滥用职权、违规操作等。
根据公开报道整理，十八大以来落马的省部级及以上“大老虎”中，滥用职权造成经济损失金额最大的为周永康，达14.86亿余元。其次为湖北省政协原副主席陈柏槐和四川省委原副书记李春城。
去年5月，天津市一中院审理了周永康案，证实周永康滥用职权，要求蒋洁敏、李春城为周滨、周锋、周元青、何燕、曹永正等人开展经营活动提供帮助，使上述人员非法获利21.36亿余元，造成经济损失14.86亿余元。
据记者不完全统计，媒体公开报道案例显示，给国家造成损失最多的落马官员为安徽宿州国土局原局长贺平，金额超17亿，主要涉及两个铁矿探矿权的违规转让。
同样是在国土领域，云南省国土厅原厅长林耘埜去年受审时，被控滥用职权导致国家财产损失达1.1亿余元，也是涉及违规审批转让地方钨矿采矿权、铅锌矿探矿权等。
分析：如何追回国家损失?
北京大学廉政建设研究中心副主任庄德水认为，这些落马官员之所以造成重大国家经济损失，主要是违规决策、盲目上项目等，有些项目并没经过科学论证而匆匆上马，后期问题暴露项目无法继续。
至于为何土地、矿产开发等领域问题多发?庄德水表示：“这些领域资金、资源都比较集中，相关决策都属于重大决策，原则上应由集体决策、经过专家论证提出可行性报告，但实际上，‘一把手’在这些领域扮演了非常重要的角色。”
同时，庄德水表示，造成国家经济损失跟官员贪污受贿不同，被称为“不揣入个人腰包的腐败”，目前在损失追回方面较为困难。
中国政法大学刑法学教授洪道德告诉新京报记者，“如果物质毁灭或资金已经丧失，就没办法追回”，但对于违规低价转让土地权、矿权的情况，可以向相关当事人追补价款。
