　　印尼海军上星期五袭扰了在纳土纳群岛附近我传统渔场作业的中国渔民，不仅抓扣了一艘中国渔船，还枪击致伤另一艘中国渔船上的一名船员。目前受伤者已在海南接受治疗。中国外交部对印尼海军的做法发出强烈抗议，印尼方面则态度强硬，宣称其海军在捍卫海上主权。雅加达还否认打伤了中国船员，称印尼海军是在鸣枪示警，符合开火程序。印尼方面还指责当时中国渔船拒绝停船接受检查。

　　纳土纳群岛处在“九段线”之外的南海上，但印尼所主张的200海里专属经济区与“九段线”内的海域有约5万平方公里重叠区，那一带是中国渔民的传统渔场，因有洋流经过，渔业资源丰富。印尼当下的佐科政府提出要建设海洋强国，对打击“非法捕鱼”下手很重，一段时间以来不断抓扣、炸毁多国渔船，中国渔民也时常遭殃。

　　中国的确面临两难。如果对印尼的蛮横表现不做反应，不仅对国内舆论难以交代，还会助长印尼今后变本加厉，更不把向中国渔船开枪当一回事。而一旦中国做出强有力反应，就会让中国印尼的矛盾突出出来，印尼可能在南海问题上与菲越靠近，甚至站到一起，成为美国在南海随意调动的新资源。

　　由于印尼是东盟最大国家，地位特殊，它如果成为美国“亚太再平衡”的一个活跃棋子，显然将对中国不利。

　　很多中国人大概体会到了，捍卫南海岛礁的主权，坚持“九段线”的主张，对今天的中国来说是很不容易的一件事。美国对中国的战略挤压影响了东南亚很多国家的对华细微态度，使得那些国家在对华关系中多了一些微妙的主动。有在当地的中国人说，连高铁谈判时，对方压价都像是多了点筹码。

　　中国很难做一个决断性选择：或者彻底放开手脚，在各个方向上坚决反制对我利益的损害，即使四面树敌也在所不惜；或者只要“大局”，对各种挑衅和侵犯都忍气吞声，一切都等到中国“复兴了”再说。

　　我们注定要感受一些艰难，为了既不丢领土，也不毁掉和平发展的历史性机遇，我们需要意志、智慧、耐心的平衡。要能够承受压力，敢于坚持主张，勇于在关键方向和领域有所作为，同时也要能在任何情况下保持平静，不被具体的事情激怒。

　　就印尼海军击伤我船员这件事来说，中国应据理抗议，不怕与印尼公开争吵。因为印尼海军开枪违反《联合国海洋法公约》，该公约要求处理专属经济区纠纷必须使用和平手段。印尼海军动辄“开枪示警”，这在南海上毫无疑问属于野蛮的表现。

　　今年3月中国海警船曾被报道在纳土纳群岛附近海域“抢回了”一艘印方欲扣押的中国渔船，基层海警的这种果敢行为应当受到鼓励。

　　但是只要印尼方面不升级冲突，中方就有必要低调处理。中国不愿意把印尼推向对立面，但如果印尼以在南海问题上做不利于中国发声相要挟，我们也不必吃那一套。雅加达同北京保持友好关系符合它的根本利益，这不是谁求谁的事。这应当成为中国的坚定态度。

　　中国印尼应当相互尊重，我们很清楚使印尼值得尊重的那些理由，印尼更应当知道动辄向中国渔船开枪，是非法行为，长期逆法而行，迟早会有报应。印尼要想成为一个大国，就应当让自己全面成熟起来，不可率意而为，用“胆大”“谁都不怕”闯天下。
