法制晚报讯（记者 张莹）北京、苏州、无锡、南京、常州、深圳、上海……近一两年，全国多地学校出现“异味跑道、异味操场”。北京市平谷区第六小学 的塑胶跑道上个月刚完工，就有25名学生出现流鼻血的状况。按照施工单位的介绍，学校里新建的塑胶跑道基本都是塑胶颗粒混合胶水之后铺设而成的，这些塑胶 颗粒究竟是什么制作而成，为什么会散发出刺鼻味道？
记者深入河北保定、沧州等地多处私人作坊调查发现，这些黑作坊多用“废轮胎、废电缆”等工业废料制作塑胶跑道原材料。这些私人作坊常年向当地的施工单位供货，用于包括北京在内的多地区学校操场改造工程项目。这些黑作坊距离北京不到200公里。
保定
废轮胎、废电缆打碎后做成塑胶颗粒
记者调查发现，在河北的保定、沧州一带，有几十家生产这种塑胶跑道原料的企业，这些企业常年向当地的施工单位供货，施工单位承揽当地或者省内以及北京的学校操场改造工程项目。记者以洽谈跑道工程的名义，认识了一位在当地进行塑胶跑道工程施工的施工队负责人小潘。
小潘是一个不到30岁的年轻人，从事塑胶跑道施工的生意已经有3年多时间，为了揽到记者谎称的塑胶跑道工程，小潘很神秘地说，想要挣到钱，关键是做塑胶跑道的原料，他做塑胶跑道的原料，就是用废轮胎、废电缆打碎之后做出来的，成本很低。
小潘告诉记者，他们承接了很多河北省内的，以及北京的很多学校跑道的工程。废轮胎每吨的价格现在是1400—1500元左右，但为了挣更多的钱，现在施工队什么招都会用上，只要便宜，什么成分的塑胶颗粒都会掺到跑道里面去。
“颗粒本身，不一定是好轮胎出来的，可能乱七八糟的什么颗粒都有，如废旧垃圾之类的，粉碎完了放在一起。甚至还有旧跑道铲掉、回收，用机器粉碎，二次粉碎造出来的。”小潘说。
为什么在保定有这么多生产塑胶跑道原料的企业？小潘表示，保定周边是白沟、安新和文安，安新的很多人最早开始收废旧电缆和废旧皮子，保定则是回收废旧零部件再生。
铺设跑道用胶水装在废弃塑料桶内
在小潘的带领之下，记者驱车来到距离保定市区70公里以外的一个村庄。作为工厂的民宅大门紧闭，当时正值中午，炎热的气温里，夹杂着浓浓的橡胶和化学胶水的味道，和学校塑胶操场散发的气味几乎一模一样，走进大门，空气里刺鼻的气味几乎让人透不过气来。
尽 管记者再三要求，但工人始终拒绝记者进入厂区。在办公室里，记者注意到，在房间的角落里，摆放着一台电脑，电脑画面显示的正是厂区的监控画面。第一幅画面 上出现了成堆的废轮胎；在第二幅画面上，厂区的工人们正在晾晒一些废弃物；第三幅、第四幅画面分别显示着切割橡胶的设备和机器后面堆放着的已经切割好的颗 粒。

记者提出想看一看胶水，工厂负责人随即拎起来一个废弃的洗衣剂塑料桶说，这里装的就是铺设跑道用的所谓胶水。
在调查中，这家私人作坊的工作人员非常警惕，始终不允许记者进入厂区。
沧州
黑作坊本身就是一个大垃圾场
为了彻底查明这些黑色塑胶颗粒究竟是什么物质生产出来的，记者继续以招揽业务的名义，在网上寻找相同的生产窝点。6月15日，河北沧州的一个塑胶跑道施工单位负责人给记者打来电话，表示他有大量的塑胶颗粒可以供货。
6月17日，记者来到了河北沧州市。施工单位的负责人张老板将记者带到了距离沧州市区大约20公里的地方，记者一下车就看到，从马路旁边开始，各种散发着臭气的橡胶垃圾随处可见。现场气味刺鼻，记者一行，几乎就是在垃圾堆里走路。
张老板把记者带进了一个普通的农村庭院，院子里，废弃轮胎、废弃电缆和一些叫不上名字的橡胶制品交织在一起，堆起了一座座小山。张老板告诉记者，就是这些垃圾橡胶制品，在被打成黑颗粒后，就成了跑道最底下的那层配色了。
记者注意到，这个庭院占地约上千平方米，大门右侧200多米长的路上，堆满了黑色的橡胶垃圾。记者随手拿起一块废弃的橡胶，张老板立即走上来讲解，“这院子里所有黑色的东西，都能打成颗粒。”
记者询问，这些是否为工业橡胶？张老板答：“是，所有都是。”
老板自知有毒从不去施工现场
橡胶垃圾的尽头，就是黑色颗粒的生产车间。记者看到，在黑乎乎的屋子里，摆放着一台长度大约2米，由进料口、刀片和出料口组成的设备。张老板表示，这就是生产黑色塑胶颗粒的机器，学校里的塑胶跑道用的塑胶，就是在这里生产的。
“扔到槽里面，打碎了，从这个管子抽上去，然后一震动，颗粒就筛出来了。用这个的话一平方米能省两块钱。”张老板说
这 样的一台设备，究竟能够生产多少塑胶跑道使用的黑色塑胶颗粒呢？在这个工厂里，负责回收橡胶垃圾、加工、销售黑色塑胶颗粒的，是一个瘦小的当地农民，他打 开仓库后，记者发现，这个仓库大约500平方米左右，里面堆满了已经生产出来的黑色塑胶颗粒，每一袋是25公斤。
记者在现场粗略估算了一下，这个仓库大约堆放有500袋，也就是有10吨多的黑色塑胶颗粒。
张老板介绍说，在学校铺设塑胶跑道的时候，施工队会用胶水混合这些黑色的塑胶颗粒，颗粒与胶水的比例，并没有什么标准。工人施工的时候，凭的都是感觉，胶水添加少了，黏度不够，若添加多了，这些黑色塑胶颗粒就会结成块。
同时，张老板表示，现场施工的时候，他基本不去，都是交给工人干，因为这些黑色的塑胶垃圾和胶水混合在一起，他认为是有毒的。
上午追访 河北质监局：正开会研究处理办法
针对在河北的保定、沧州一带存在的这些生产“毒跑道”原料的黑作坊，今天上午，河北省质量技术监督局产品质量监督处相关负责人在接受《法制晚报》（微信公号ID：fzwb_52165216）记者采访时表示，已经注意到了关于“毒跑道”的报道，正在开会研究。
“今天一早，领导就召集了有关部门，正在调查这件事。”该负责人介绍，现在正在开会研究相关情况及处理办法。
该负责人还表示，根据目前掌握的情况，在河北省此前的监督检查中从未发现过有此情况。

废旧轮胎是
国际公认的有害垃圾
根 据我国《产品质量法》第十三条规定，可能危及人体健康和人身、财产安全的工业产品，必须符合保障人体健康和人身、财产安全的国家标准、行业标准；未制定国 家标准、行业标准的，必须符合保障人体健康和人身、财产安全的要求。同时第二十七条规定，产品要有产品质量检验合格证明；有中文标明的产品名称、生产厂厂 名和厂址。同时，根据产品的特点和使用要求，需要标明产品规格、等级、所含主要成分的名称和含量的，用中文相应予以标明；需要事先让消费者知晓的，应当在 外包装上标明，或者预先向消费者提供有关资料。

废旧轮胎、废弃的电缆，以及各种说不清来源、说不清品种的橡胶垃圾，就这样经过简单的粉碎、简单的黏合之后，就成为学校塑胶跑道的主要原料。
废 旧轮胎是国际上公认的有害垃圾，有着“黑色污染”之称，对环境会产生严重的污染。2009年，我国环境保护部、国家质检总局等多部委就联合发布环境保护部 第36号公告，明确将“废旧轮胎及其切块”列入《禁止进口固体废物目录》。废弃的电缆，更是由多种重金属构成，即使抛弃在自然环境里，也是对环境的破坏。
我国《固体废物污染环境防治法》明确规定：“收集、贮存、运输、利用、处置固体废物的单位和个人，必须采取防扬散、防流失、防渗漏或者其他防止污染环境的措施。”
但生产窝点明知这些废弃物存在有毒成分，却将它不加任何处理地做成了所谓的塑胶跑道原料。
