习近平强调，中塔是亲密无间的友好邻邦和高度互信的战略伙伴。近年来，两国保持密切高层交往，共建“一带一路”取得多项早期收获。中方重视发展中塔关系，愿同塔方推动两国发展战略深入对接，做好顶层设计和重点项目遴选，稳妥有序推进共建“一带一路”框架内合作；深化农业、基础设施、紧急救灾等领域合作，便利人员往来；加强反恐、禁毒、网络安全、打击跨国有组织犯罪等安全合作，实现共同发展繁荣，更好造福两国人民。
习近平指出，上海合作组织是促进地区和平稳定和共同发展繁荣的重要建设性力量。中方愿同塔方以及其他成员国一道努力，坚持弘扬“上海精神”，使上海合作组织为成员国长治久安和发展振兴作出更多贡献。
拉赫蒙表示，塔中世代友好，双边关系建立在平等、互信、互利基础之上。近年来，两国经贸合作势头良好，有关合作大项目不仅成为塔方国家发展的重要支柱，更对区域经济发展起到重要推动作用。塔方积极参与“一带一路”建设，愿继续加强同中方在基础设施、电力开发、农业、地方、人文、安全等领域合作。塔方支持中国和平统一大业，完全理解和坚决支持中方在南海问题上原则立场，反对将南海问题国际化。
