中新网6月24日电 日前，人社部发布了《2015年度人力资源和社会保障事业发展统计公报》(以下简称《统计公报》)，国家公务员局有关负责同志表示，在干部管理实际工作中，县处级副职以上职务的公务员按照领导干部来管理。2015年，这些人员约占公务员队伍总数的10%。因此，公务员队伍不存在“官多兵少”的问题。
　　问：《统计公报》公布，截至2015年底，全国公务员716.7万人，这里的公务员具体包括哪些人员，对这一数字应该如何理解？
