多位学生反映，学校为了提高就业率，用毕业证、学位证等“胁迫”学生做“假接收函”，部分“被就业”学生报考基层公务员资格受影响。
昨日，知行学院对新京报回应，未将接收函与毕业证挂钩，已经陆续更改涉事学生的“毕业去向”状态，并重新派发报到证。
甘肃省教育厅就此事回应新京报记者称，已经协调相关部门联系高校尽快解决学生反映问题，不会影响学生的正常就业。
“未就业”将影响毕业和奖学金
知行学院为独立学院，是在西北师范大学领导下自主办学，具有独立法人资格的全日制普通本科大学，已有多届本科学生毕业。
知行学院中文系的韩同学是应届毕业生。她告诉新京报记者：“今年4月，班主任表示不交接收函的，会影响毕业证的发放和奖学金评定；交了接收函算灵活就业不会影响以后的各种考试。”
韩同学提供的班级群聊记录显示，班主任通知学生称灵活就业等“就业方式”既不影响个人参加公务员等各类考试，又不影响个人拿上“报到证”继续择业。只要找个单位开《接收函》即可。该名老师称，“有了接收函，学校可以按学生就业进行统计，对学生没有影响，对学校、院系，对班主任有好处，请大家尽快在实习单位开接收函。没有单位的，给我说。”
该老师还称，未上交就业协议和劳动合同的学生将不予评定“优秀毕业生”及奖学金补贴；凡在5月31日之前上交的学院予以100元就业补助。
韩同学称，自己找了一家单位填了接收函后上交给了老师。
多位学生反映，上交接收函后领取了学校提供的100元“就业补助金”。
部分学生考试资格或受影响
近日，韩同学想参加“三支一扶”考试，登上学信网发现就业信息变成了就业。之后询问身边同学，发现不少人有类似情况。
然而，部分未交接收函的学生，其学信网信息也变成了已就业。
王同学的学信网信息显示，毕业去向为“录用形式就业”，单位名称“定西市英才高级中学”，职位为“教学人员”，报到证签发类别为回生源地报到，报到签往单位为定西市人力资源和社会保障局。但王同学表示，自己从未在该单位工作过，未与其签订任何协议合同。
据甘肃三支一扶的招考政策规定，选拔范围应为“尚未落实就业单位的专科（高职）及以上学历的甘肃生源普通高校应届毕业生”。
王同学和韩同学表示，她们当时都已报名，但是考试前要资格复审，“担心复审过不了，打了人社局电话，工作人员说如果是已入职就不能参加考试。”
发现问题后，受影响学生建立了QQ群，20日加入了200人，昨天已达到500人。据学生们反映，现在影响的考试有部分省份的三支一扶考试、事业单位考试、公务员考试等。
“现在只是希望学校能和省教育厅协调，把择业生身份还给我们。”韩同学说。
校方：不排除个别老师不合理操作
事情发生后，不少学生及家长近日找学校讨要说法。截至记者发稿，涉事多名学生纸质报到证打上了“择业生”三个字，但是学信网上的信息还有些没有修改过来。
对于学生反映的班主任以毕业证和奖学金“胁迫”填写接收函，西北师范大学知行学院院长孙建安向新京报记者表示，未将接收函与毕业证挂钩，不排除个别老师在操作相关促进就业工作的时候，可能出现了一些不合理的情况，学院下一步将调查纠正错误。

2014年，甘肃省教育厅曾发布《甘肃省普通高等学校毕业生就业创业促进行动计划》，其中提出对全省高校毕业生就业创业工作进行专项督查，督促各高校进一步落实校院两级“一把手”责任。对于未完成目标增长任务的，进行通报并约谈学校主要负责人，督促高校积极有效地开展工作。
计划称，甘肃省教育部门将高校毕业生离校前的就业派遣手续办理等权限下放至各高校，省教育厅不再集中办理，充分调动各高校积极性。
今年6月，教育部印发《关于进一步做好高校毕业生就业创业工作的通知》，再次强调各地各高校不准以任何方式强迫毕业生签订就业协议或劳动合同，不准将毕业证书、学位证书发放与毕业生签约挂钩。
对于学生反映的班主任以毕业证和奖学金“胁迫”填写接收函，西北师范大学知行学院院长孙建安回应此事件时强调，学校未将毕业证与接收函挂钩，“学校层面从未有过强制要求”，但不排除个别教师行为。“现在除了不具备毕业条件和学位授予条件的学生外，其他学生的毕业证均正常发放。”
“学生所说的‘提交接收函给100元’并不是奖励，而是给学生发放的求职补贴，为激励更多学生寻找就业岗位。”孙建安说。
多位学生反映，校方暂时没有要求退还上述的100元“就业补助金”，“也有些班级还没有来得及发。”
多少学生“被就业”？
“部分实际签了三方协议的学生也想修改”
“500多名学生‘被就业’是不准确的。”孙建安说：“实际情况是，除了部分学生因老师不合理操作被登记上就业单位，有些学生的确已经签署三方协议，但仍想考取‘铁饭碗’，于是也要求更改。这才是核心焦点问题，而不是他们所说的‘被就业’。”
学院副院长王剑波表示，在南方发达城市，“三支一扶”以及公务员考试并不热门，大部分学生都选择到企业去工作，但甘肃等西北欠发达地区的学生都往“铁饭碗”的行列拥挤。“我们知行学院去年考上‘三支一扶’的才占到全校报考人数的2.7%，成功率非常低，但还有很多人要报。”
往年各个学校也都在向上级部门报告学校的就业情况，为何往年没有发生学生不能报考基层考试的情况呢？
孙建安介绍，学生有就业协议就业合同，首先交到班主任手里，由班主任交到系上，系里再上交到学校就业管理部门，学校做完就业形势审核之后，录入就业监测网。
“往年信息不公开，人社部门不知道毕业生是否已经有就业单位，看不见学信网的内容。由于今年监测网与学信网信息互通，人社部门开始核对信息，设置了门槛，所以给学校和学生来了个措手不及。”
报考被“卡”如何处理？
“大部分同学信息已更新”
孙建安向新京报记者表示，学生要解决的问题是学生报考“三支一扶”的资格问题。学生们非常担心7月10日的考试资格审查不过，但目前还没有出现因此不能参加考试的情况，“只是学生预期可能不符合条件。”
孙建安介绍，出现问题后，省教育厅答复，学信网每月更新日期为10日、20日和30日。“目前要修改的学生需要打印一个情况说明，以避免部分同学反复要求更改。省教育厅协调后，加快了学信网的更新速度，大部分同学的信息已经得到更新。”
对此，孙建安建议提前进行“三支一扶”的考试，未考上的学生也好在毕业时选择其他就业岗位。其次，“已就业毕业生不能参考”的门槛也有待商榷。可从实际出发做一些必要的修改和调整。
