Xinhua News Agency, Beijing, June 25-People's Republic of China President and the President of the Russian Federation on cooperation joint statement promoting the development of information network space

People's Republic of China and the heads of the Russian Federation pointed out that, with the progress of information infrastructure and information and communication technologies, production of information network space changed human life, a strong impetus to the development of society. An information network space security stability and prosperity of the two countries and world peace and development are of great significance. Both countries will work together to promote the development of information network space to better benefit the two peoples and the people of the world.

We believe that the information in cyberspace is facing increasingly serious security challenges, information technology abuse seriously, including China and Russia, States have important common interests and cooperation should be based on mutual respect and mutual trust, safeguarding information in cyberspace security, promote the development of information network space issues, comprehensive and substantive dialogue and cooperation.

We have always abided by the principle of respect for national sovereignty of information network space, and supports the reasonable demands of countries to maintain their own security and development, advocate for peace, security, open, cooperative new order of information network space, exploring development within the framework of the United Nations generally accepted international guidelines for responsible behaviour.

We are advocating that all countries have the right to equal participation in Internet governance, in accordance with the legal and institutional reality of the country, and safeguard its own security. Our initiative to create a multilateral system of Internet governance, democracy, transparency, and support the United Nations play an important role in establishing the international governance of the Internet.

We believe that, in the framework of the comprehensive strategic partnership and further information network space collaboration of the two countries, China and Russia, as well as to the maintenance of a wide range of international interests is essential. We recall and May 2015 signed by the People's Republic of China and the Russian Federation on deepening the comprehensive strategic cooperative partnership, promote win-win cooperation joint statement and would like to further enhance information network space of the two countries and mutual trust and promote the establishment of just and equitable space development of information network and security system, reached the following consensus:

, Jointly promote respect for network sovereignty of States, network against violation of their sovereignty.

II, jointly promoting respect for cultural traditions and social mores objects through cyberspace, interference in the internal affairs, disrupt public order, incitement of inter-ethnic, racial, sectarian hostility, acts of destruction of governance.

Third, strengthening cooperation in space science and technology in the field of information networks, joint research and development of information and communication technologies, and to increase information exchanges and personnel training.

Four, the strengthening of economic cooperation in the field of information in cyberspace, promote exchanges between the two countries and to promote multilateral cooperation, technical assistance to developing countries, bridging the digital divide.

Five, effectively protect the legitimate rights of citizens on the Internet and work together to build peace, security, open, cooperative new order of information network space.

Six, increase efforts to prevent and combat terrorist and criminal activities using network, initiatives in the framework of the United Nations and establish a cooperation mechanism, including developing global legal instrument.

Seven, network security emergency response cooperation and information sharing network security threats and strengthen cross-border governance network security threats.

To implement these tasks, we specify People's Republic of China National Internet Information Office Director and Assistant to the President of the Russian Federation responsible for the application of information technology, as high representative, met regularly, and consultations on issues of common concern, determine the new direction of information network space, mutually beneficial cooperation and initiatives and to coordinate cooperation between the relevant departments. Diplomatic, law enforcement, communications and other departments will continue to strengthen cooperative consultations, developing their respective areas of implementation of the road map.

　　新华社北京6月25日电中华人民共和国主席和俄罗斯联邦总统关于协作推进信息网络空间发展的联合声明

　　中华人民共和国和俄罗斯联邦元首指出，随着信息基础设施和信息通信技术的长足进步，信息网络空间深刻改变了人类的生产生活，有力推动着社会发 展。一个安全稳定繁荣的信息网络空间，对两国乃至世界和平发展都具有重大的意义。两国将共同致力于推进信息网络空间发展，更好地造福两国人民乃至世界人 民。

　　我们认为，信息网络空间正面临着日益严峻的安全挑战，信息技术滥用情况严重，包括中俄在内的各国都拥有重要的共同利益与合作空间，理应在相互尊重和相互信任的基础上，就保障信息网络空间安全、推进信息网络空间发展的议题，全面开展实质性对话与合作。

　　我们一贯恪守尊重信息网络空间国家主权的原则，支持各国维护自身安全和发展的合理诉求，倡导构建和平、安全、开放、合作的信息网络空间新秩序，探索在联合国框架内制定普遍接受的负责任行为国际准则。

　　我们主张各国均有权平等参与互联网治理，有权根据本国法律和制度实际，维护本国网络安全。我们倡议建立多边、民主、透明的互联网治理体系，支持联合国在建立互联网国际治理机制方面发挥重要作用。

　　我们认为，在中俄全面战略协作伙伴关系的框架下，两国进一步开展信息网络空间协作，对维护中俄两国以及更广范围的国际利益十分必要。我们忆及 2015年5月两国签署的《中华人民共和国和俄罗斯联邦关于深化全面战略协作伙伴关系、倡导合作共赢的联合声明》，愿进一步增强两国信息网络空间互信，推 动建立公正平等的信息网络空间发展和安全体系，达成以下共识：

　　一、共同倡导推动尊重各国网络主权，反对侵犯他国网络主权的行为。

　　二、共同倡导推动尊重各国文化传统和社会习惯；反对通过信息网络空间干涉他国内政，破坏公共秩序，煽动民族间、种族间、教派间敌对情绪，破坏国家治理的行为。

　　三、加强信息网络空间领域的科技合作，联合开展信息通信技术研究开发，加大双方信息交流与人才培训。

　　四、加强信息网络空间领域的经济合作，促进两国产业间交往并推动多边合作，向发展中国家提供技术协助，弥合数字鸿沟。

　　五、切实维护两国公民在互联网的合法权利，共同致力于构建和平、安全、开放、合作的信息网络空间新秩序。

　　六、加大工作力度，预防和打击利用网络进行恐怖及犯罪活动，倡议在联合国框架下研究建立应对合作机制，包括研究制定全球性法律文书。

　　七、开展网络安全应急合作与网络安全威胁信息共享，加强跨境网络安全威胁治理。

　　为落实上述任务，我们指定中华人民共和国国家互联网信息办公室主任和负责信息技术应用的俄罗斯联邦总统助理作为两国高级代表，负责定期举行会 晤，就共同关心的问题进行磋商，确定信息网络空间互利合作的新方向，提出倡议并统筹协调相关部门间合作。双方外交、执法、通信等主管部门将继续加强已有合 作的对口磋商，制定各自领域的实施路线图。
