“上合组织”成立15年来，各领域合作成果丰硕，睦邻友好和互利共赢深入人心，促进地区繁荣与稳定的作用更加突出。上合组织塔什干峰会任务就是总结过去15年来经验，规划未来10年发展蓝图，推动多边经贸、安全、人文合作关系发展，推进印度和巴基斯坦加入该组织进程。习近平主席在讲话中提出“五点建议”，更为“上合”发展绘就了新蓝图。
弘扬“上海精神”，坚持本组织发展之本。“互信、互利、平等、协商、尊重多样文明、谋求共同发展”，是“上海精神”内核。习近平主席建议以平等互信为基础，以互利共赢为原则，以对话协商为手段，以共同发展为目标，全面推进上海合作组织各领域合作发展，做国际秩序健康发展的建设性力量，也的确有助于在“上海精神”指引下实现“上合”新发展。

夯实人文基础，建设本组织发展之桥。“国之交在于民相亲”，人文交流既是增进了解和友谊的桥梁也是促进国家关系发展的重要支柱。“一带一路”就有助于提升民间交流、人文交流的积极性与实效，建设上合组织发展之桥。习近平主席强调推进青年、卫生、环保等领域交流合作，也的确有助于加强人文交流，为“上合组织”发展打牢民意基础和社会基础。
坚持开放包容，壮大本组织合作队伍。构建开放包容的上合组织，已成激发世界经济增长潜能的新动力来源。事实上，中国在对外交往中也始终把握“开放包容、多元互鉴”主基调，唱响“和平、发展、合作、共赢”主旋律。习近平主席建议各方共同完善组织机制建设，扩展和深化各领域合作，就是在推动上合组织开放包容发展，也必将为世界带来更多机遇。
