胡银全：协商谈判是解决南海问题的现实有效途径

　　中新社印尼登巴萨6月26日电 (记者 顾时宏)中国驻登巴萨总领事胡银全26日在此间接受媒体采访时称，协商谈判是解决南海问题的现实有效途径。

　　胡银全表示，大量历史事实证明，中国对南海诸岛，包括西沙群岛、南沙群岛、中沙群岛和东沙群岛享有主权。这些群岛自古以来就是中国的领土。中国最早发现、命名、开发、经营这些群岛，历代中国政府通过行政设制、军事巡航、生产经营、海滩救助等方式，持续对南海诸岛及其附近海域行驶主权管辖。南海诸岛主权属于中国是国际社会普遍认知，有关国家还以外交照会、出版地图、国际会议等方式公开承认中国对南海诸岛的主权。

　　胡银全指出，大量证据表明，菲律宾单方面提起仲裁案的真实目的就是企图借助《联合国海洋法公约》有关规定否定中国对南沙群岛的领土主权和海洋权益，掩盖其非法侵占中国南沙群岛部分岛礁的事实。

　　胡银全说，尽管中国是南海问题的受害者，但中方一直保持高度克制，以负责任和建设性的态度处理南海问题，坚持通过谈判协商解决问题。中国致力于通过谈判解决领土主权和海洋划界问题。新中国成立以来，中国与14个陆地邻国中的12个签订了边界条约，划定和勘定了边界长度约2万公里，超过中国陆地边界的90%。中国还同越南通过谈判协商划定了两国在北部湾的海上界线。

　　胡银全表示，中国赞成并倡导东盟国家提出的处理南海问题的“双轨思路”，即有关争议应由直接当事国在尊重历史事实的基础上，根据国际法，通过谈判和协商解决；南海的和平稳定由中国和东盟国家共同维护。这符合国际法及相关国际实践，既是中国和东盟国家在《南海各方行为宣言》中达成的重要共识和作出的庄严承诺，也是当前妥善处理南海问题最现实有效的途径。

　　胡银全说，目前，已有近60个国家对中国在南海问题上的立场明确表示支持，这代表着国际社会维护公平正义的声音。中国是一个爱好和平的国家，坚持“与邻为善，以邻为伴”。中国与菲律宾友好交往历史悠久，两国人民有着深厚的传统友谊。中国有句老话叫“远亲不如近邻”。域外势力可以来了又走，但菲律宾是搬不走的邻居。

　　胡银全表示，我们谈判协商的大门始终向菲律宾敞开，也只有通过谈判协商，中菲两国才能和平解决争端。南海是重要的国际要道，中国80%的贸易量通过南海海域。中国高度重视南海的和平稳定，愿同各方一道努力，真正使南海成为和平之海、合作之海、繁荣之海。
