　　吸贩毒群体有啥新变化？

　　——“瘾君子”覆盖社会各群体 有国家公务员参与贩毒

　　据国家禁毒办方面介绍，截至2015年底，全国有吸毒人员234.5万名(不含戒断三年未发现复吸人数、死亡人数和离境人数)。

　　吸毒人群覆盖各个年龄段、不同文化程度、各个社会职业群体，以青少年为主体的滥用合成毒品问题突出，吸毒人员低龄化趋势明显，其中不满18岁的有4.3万名，占1.8%；18岁到35岁的有142.2万名，占60.6%。

　　2015年，全国抓获毒品犯罪嫌疑人员19.4万名，其中35岁以下人员数量占被抓获毒品犯罪嫌疑人员总数的61.3%。农民和无固定职业人员15.3万名，占被抓获毒品犯罪嫌疑人员总数的78.9%。此外，贩毒人员还涉及国家公务员、工人、学生、个体工商业者、公司职员等。

　　网络贩毒治理情况如何？

　　——2015年侦破互联网涉毒案件1.5万起

　　近年来，互联网已成为禁毒斗争的重要战场。来自国家禁毒办的数据显示，2015年，全国公安机关全力开展网络扫毒专项行动，共侦破互联网涉毒案件1.5万起，抓获违法犯罪嫌疑人3.6万名，缴获各类毒品4.33吨、易制毒化学品10.06吨。

　　此外，还清理整治各类涉毒违法信息6.5万余条，关停取缔涉毒网站832家，关停涉毒通讯账号576.8万个，通报有关部门停止解析涉毒违法网站域名529个，通报工信部门封堵涉毒境外违法网站1471个，有效切断了网上涉毒信息传播源头。

　　今年5月19日至6月10日，在中宣部、中央网信办等单位支持参与下，公安部禁毒局、网络安全保卫局组织各地公安禁毒、网安部门发起“2016年第一次互联网涉毒专案集群收网行动”，成功侦破23起部级目标案件，抓获网络涉毒违法犯罪嫌疑人员8819名，缴获毒品总数719.84公斤，捣毁制毒窝点14处。

　　明星吸毒案件增多？

　　——打击涉毒违法犯罪不针对特定群体

　　近期演艺界人员吸毒、涉毒事件频被曝光，引发广泛关注。为此，国家禁毒办、文化部、新闻出版广电总局等部门还多次对涉毒演艺界人员及其作品使用进行严格管理规范，出台处罚措施。

　　国家禁毒办方面表示，公安禁毒部门打击涉毒违法犯罪从不针对某一特定群体、职业，随着禁毒工作力度不断加大和人民群众同毒品违法犯罪做斗争的意识不断提高，根据群众举报线索查获的各类社会群体、职业从业人员涉毒违法犯罪案件均有增长。而演艺界人员涉毒违法犯罪活动频发是毒情形势严峻的外在表现之一，也从侧面说明了进一步提高全民识毒、防毒、拒毒能力的必要性。

　　兰卫红介绍说，目前很多公安机关和地方出台了措施，奖励能够发现涉毒犯罪活动并举报的个人，这也是鼓励群众参与禁毒人民战争的一个很好做法，因为专群结合是治理社会的重要手段。

　　“公安机关的人员是有限的，但是人民群众的民力是无限的，如果把人民群众发动起来，那么我们的禁毒工作就会越做越好。”兰卫红表示。

　　“毒驾入刑”推进情况如何？

　　——正研究论证毒驾行为的法律适用意见

　　据不完全统计，2009年以来，全国发现的毒驾肇事肇祸案件数量呈逐年攀升趋势。而目前毒驾行为尚未列入刑法，公安机关对于发现的毒驾行为，造成严重后果的，只能根据《道路交通安全法》规定的交通肇事罪进行量刑。

　　记者从国家禁毒办了解到，目前，国家禁毒办、公安部就“毒驾入刑”问题已经与全国人大法工委、最高人民法院等部门进行多次沟通，赴各地开展调研，研究论证毒驾行为的法律适用意见，推动《刑法》修订案中增加关于毒驾的相关条款，解决罪行与罚则不相适应的问题。(完)
