  6月26日,记者在南昌采访发现,在各学区划分地段公布后,甚至有二手房卖主“坐地起价”,虽然没有一线城市起价幅度大,但是也折射了学区房是南昌市的稀缺资源。


  市场价格偏高


  
  南昌红角洲片区的奥克斯经典小区划入红岭学校,而仅一路之隔的地中海阳光小区划入南大附小(二部),两者房价大相径庭。6月26日,记者走访岭口路多个房产中介发现,同一楼层、同一户型,只因学区不同,奥克斯经典与地中海阳光相比,一套100平方米的房子,至少要少卖25万元。


  同样在红角洲,新地阿尔法小区因属于南大附小、南大附中红谷滩分校“双学区”,据销售人员称均价达1.8万元/平方米,比地中海阳光高出至少5000元/平方米。

  降温预期落空


  去年,南昌市义务教育“零择校”成效继续巩固,不少学生家长通过买学区房这条路,解决上“名校”的诉求。


  今年初,教育部下发通知,要求在目前教育资源配置不均衡、择校冲动强烈的地方,根据实际情况,积极稳妥采取多校划片,将热点小学、初中分散至每个片区,确保各片区之间大致均衡。文件一出台,南昌市众多媒体解读为“你的学区房可能白买了!”


  家住绿地香颂的郑先生懊恼不已,他本以为文件会给学区房降降温,没想到结果出乎意料。他说,年初在梵顿公馆看中的一套70平方米的学区房,半年涨了近10万元。


  记者采访了解到,南昌市“名校”合并普通学校,固然扩大了优质学区,但也在一定程度上带动更大范围的房价有所上涨。


  2013年,南昌师范附属实验小学率先成立教育集团,之后兼并了香溢花城小学等“弱校”;去年,西湖区按照地理位置的远近,将23所学校划分为6大学区参与“一校两部”等试点改革。多个原本不属于片区内的小区,二手房价格应声而涨。


  以万达小学为例,其2013年被南师附小兼并,成立南师附小红谷滩校区二部。当年南昌房地产价格整体出现下跌的情况下,周边的万达星城、红谷春天等楼盘逆势上涨约3.5%。


  期待破解难题


  在学区房价格不断上升的情况下,学生家长的彷徨和焦虑有所升级。普遍的想法是:“现行划分学区的政策会不会变?”


  省房地产协会秘书长李峰认为,学区房较非学区房价格高有其合理性,因为它叠加了优质的教育资源。通俗地讲,择校费用、人情关系成本、学习成本等均反映到房价上,学区房价高说到底与优质教育资源稀缺相关。


  业内人士表示,办好每一所学校,缩小学校间内涵发展差距,是缓解择校热、减少“学区房”价格过高的有效途径。在短期内可以适当调配现有的师资力量,实行轮动机制,让名校与普通校师资资源定期进行交流,缩小现有各学校之间教育资源差距。此外,在“互联网+”时代,推动发展远程教育也能在一定程度上起到类似作用。


  2014年,南昌县作为全省11个试点县,率先实施校长教师交流轮岗,走出了教育均衡发展的关键一步。去年,南昌市教育局在全市推广了这一做法,把名校长、名教师交流轮岗到弱校,逐步缩小名校和弱校之间的差距。知情人士告诉记者,这一政策目前来看效果还不明显。


  今年南昌市“两会”上,该市首次提出“大学区”改革,推进中小学校长、老师轮岗制,实现义务教育优质化发展。不过,目前省城一些名校的入学政策还是“一个学校对应一个片区”。


  家住绿地香颂的郑先生儿子刚满周岁不久,虽然离上小学还有几年时间,他直言:“解决难题关键还要看行动。”
