　　出现在法庭上的张力军保持着惯有的着装：一身黑色西装，内穿白色衬衫。但满头黑发变成了白发，两腮深陷，瘦了许多，没有了以往的“霸气”，只像个平凡的老年人——再有20多天，他就年满64岁了。

　　市检察院第二分院起诉指控称：1998年至2013年，张力军利用担任中华人民共和国环境保护局计划财务司司长、中华人民共和国环境保护总局规划与财务司司长、污染控制司司长、副局长、中华人民共和国环境保护部副部长等职务上的便利，为他人在产品经销、项目审批、职务升迁、子女就业等方面提供帮助，收受他人给予的财物共计折合人民币242万余元。

　　关于张的9起指控中，6起是为企业在产品经销、项目审批上提供帮助受贿，一笔是为他人职务升迁提供帮助，此外还有2笔是为他人子女就业提供帮助而收钱。除收钱外，张力军还收了一辆汽车。

　　对于指控，律师做了罪轻辩护。律师认为，被纪委约谈后，张力军主动、如实交代了问题，属于自首；且检方指控的受贿情节中关于帮助他人子女就业问题，其中一起，张力军并没有收钱，另外一起，张力军虽然“说了话”，但最终还是靠当事人自己考上（就业岗位）的，因此，不应认定为受贿。

　　另外，张力军自己也准备好了悔罪书，他这样说：

　　“我的所作所为对不起党、对不起国家和家人。”

　　“无论法院怎样判，我都不会上诉。”

　　庭审结束后，法庭宣布休庭，将择期宣判。

　　1952年出生的张力军，吉林桦甸县人，1975年12月毕业于东北工学院有色冶金系，理学硕士，经济师。

　　说起张力军，不同人有着不同的形容，但都可以带个“红”字。

　　按他律师的话说：张力军的父母都是新中国成立前参加工作的老干部。张力军从小家教很严，在中纪委审查期间，张力军感到愧对于家庭、愧对于组织的培养。因此，律师也提出了最轻辩护。在律师口中，张力军属于“根正苗红”的官二代。

　　而两年前牵出案件的举报信又怎么评价张力军呢？题为《揭发“雾霾恶果背后猖狂权利黑手”》的举报信称：“环保部某‘位高权重’(张力军)与环保部污防司某官员，利用职权授意并伙同编造虚假资质、窜改国家标准、串通骗取中标、制售假冒伪劣计量用检测产品牟取暴利。”举报信中直指张力军签发的多份污染控制相关标准及文件或违法，并造成全国雾霾污染严重。“该标准导致污染限值高出新车排放标准10倍以上，造成全国尾气检测一片混乱，机动车污染无法控制。”举报信还称，张力军有黑社会背景。在举报信的描述中，张力军可以被四个字形容：红顶中介。

　　张力军曾提出汽车尾气是北京污染的“罪魁祸首”、大气治理难度超过水治理、环保最大压力系盲目追求GDP等犀利观点，也让他成为一时“网红”。正所谓“人红是非多”，回顾张力军的升迁之路，也可以说是在争议声中一路飙升。

　　1989年7月，37岁的张力军从吉林省舒兰县县长一职，直接升任吉林省环境保护局局长、党组书记。此前，他插过队、做过工人，与环保几乎搭不上边。但从这一年开始，张力军把“根”扎在了环保领域。4年后，张力军便“进京”担任中国环境报社社长。又过4年，即1997年，张力军跨进国家环保总局的大门，任职计划财务司司长，正式开启了16年的环保部官员生涯，最终以副部长的官职卸任。

　　从进入环保领域后，“外行管内行”的评价一直围绕着张力军。特别是在报社的几年，张力军顺应潮流，利用报社资金进行经营活动，但最终是赔了钱。因此，有人举报其利用报社资产为个人谋利。后经纪检组调查：张力军个人不存在违规问题。

　　在国家环保总局内部，对张力军的评价也不高。许多人认为，张力军对部下态度强硬，在处理内部各机构关系甚至有些蛮横。在环保部选拔副部长投票时，张力军得票数是最低的，但最终仍然当选，且主要分管的就是污染防治、减排和环境执法几个“关键领域”。

　　值得注意的是，在张力军案发前半年，中央第三巡视组进驻环境保护部，在建设项目环境影响评价方面提出六大问题。

　　一是未批先建、擅自变更等环评违法违规现象大量存在，背后隐藏监管失职和腐败问题。

　　二是有的领导干部及其亲属违规插手环评审批，或者开办公司承揽环评项目牟利。

　　三是环评技术服务市场"红顶中介"现象突出，容易产生利益冲突和不当利益输送。

　　四是环评机构资质审批存在"花钱办证"现象，后续监管不到位。

　　五是把关不严、批而不管、越权审批不仅导致污染隐患，而且加大权力寻租空间。

　　六是地方环保部门环评审批中腐败问题易发。

　　出现这些问题，张力军难脱干系。
