目前俄杜马以277票赞成、148票反对和1票弃权的结果通过来该法案，但还需经过俄罗斯联邦委员会和总统普京的批准才能正式成为法律，不过这在理论上应该不会有任何问题。

斯诺登事件之后，很多消息应用为了用户隐私，都设置了加密服务，但这项法案却让这种措施在特定情况下失去效力。所以这项法案的实施对于用户将会有何种影响，还有待进一步观察。
