临泉车祸老人离奇现身河南
2014年1月2日，临泉县67岁的老人朱天民遭遇车祸后，被民警送到该县迎仙镇医院治疗。然而约一小时后，老人居然现身离该医院约8公里的一个路边沙堆，那里已经是河南新蔡县境内，当地警方将老人再次送往医院救治，两天后，老人却不幸离世。

因为嫌麻烦，将伤者扔到河南

据韩某某供述，2014年1月2日早晨6点40分左右，其在所值班，有人到派出所拍门，讲在派出所门口的公路上一个人被撞伤了。其喊着韦某出警，韦某和秦 某某先后赶到现场，一个老人在公路上躺着，嘴里喊救命，问他哪里人、名字，他都不讲。老人额头上有伤口，就拨打迎仙镇卫生院的急救电话，没人接电话。其和 韦、秦等人把老人扶上警车，由秦某某开车送到迎仙卫生院。
据韩某某供述，当时接诊的是一个姓魏的医生。这个老人不配合，嘴里不干不净地骂着。在门诊室内，魏医生给老人缝合伤口，老人胳膊乱打，腿乱踢。韦某按他的 胳膊，秦某某按他的腿，魏医生才把他的伤口缝合好，用纱布把头包扎一下。三人扶着老人到卫生院南大门口，让他坐在大门东边地上，就开着车回所里了。韩某某 供述，其当时想着救死扶伤是医院的事，应该医院来处理，所以就把老人放在医院门口了。到所里后，魏医生一直打电话催，伤者放在大门口咋弄。其当时打电话跟 所长齐某某汇报。齐所长在电话里让其安排秦某某把人拉走，就是把人拉出迎仙派出所辖区，因为基层派出所都处理过类似情况，目的是不给自己所增加麻烦。
据秦某某供述，当时因为元旦放假，齐所长不在所里。其就到镇政府门口找了一辆蓝色的五菱宏光面包车，车主姓范，一起到医院，就把老人放在车后备箱让他躺着，送到安徽与河南的交界碑大约有三四公里路东的一个沙堆旁。
事情败露后，曾相互统一口径
据了解，2014年1月12日，有媒体报道了此事。随后，在相关媒体的报道中，出现了受伤老人有可能是自己离开医院后被相关熟悉车辆带到河南的说法。在迎仙派出所原所长齐某某的供述中，对于此情况给予了最好的解释：那是事先统一口径的结果。
齐某某供述称，在媒体报道此事后，韩某某给他打电话说这不是小事，要统一口径，就说伤者是从迎仙卫生院包扎后自己走出去的。其自己争取给朱天民家属经济补偿，争取他们的谅解，以挽回给社会造成的不良影响。
而韩某某在供述中则表示，这个事被曝光后的当天晚上，齐所长与其联系，说将伤者丢弃的事被曝光了，有可能局领导要查这件事，就让其口径一致。说是当时魏医生给伤者包扎以后，韦、秦、魏等人均在洗手，其在旁边也没注意，伤者自己从医院走的。
据医生魏某某证实，2014年1月2日，河南新蔡公安局的人到卫生院调查，问是不是接诊了那个老人。1月4号，他听说那老人死了。当时，那老人在河南被发 现后，韩某某和他说，有人要问你那老人是怎么走的，就说在我们商议事情的时候，那老人趁大家没注意自己走的。齐所长在新蔡公安局调查之后和县公安局第一次 来调查之前的这段时间，也打电话和他说了。
案件审理3年内多次历经波折
记者了解到，案件从2014年开始审理，直至2016年作出再审判决期间，经历多次波折。先是临泉县法院对此案作出判决，随后临泉县检察院提出抗诉。随 后，阜阳市检察院支持抗诉，阜阳市中级法院对此案进行审理，并作出终审判决。终审判决后，相关被告人又提出申诉，法院启动再审程序，对案件又进行了再审。
从相关案件材料可以看出，临泉县检察院指控齐某某、韩某某、秦某某犯滥用职权罪一案，临泉县法院于2014年6月12日作出判决。认为朱天民因呼吸循环衰 竭抢救无效死亡。朱天民系交通工具钝性外力作用致严重颅脑损伤死亡。经安徽皖医司法鉴定中心鉴定，朱天民死亡与抛弃行为之间不存在直接因果关系。另认定， 被告人齐、韩两人在案发后，赔偿朱天民近亲属经济损失32万元，并征得朱天民近亲属谅解。法院遂以齐、韩、秦三人犯滥用职权罪，分别判处免予刑事处罚。
法院宣判后，临泉县检察院提起抗诉认为原判认定齐、韩犯罪情节轻微，属于适用法律错误。原审判决对三人均免予刑事处罚，显然量刑失衡，对齐、韩二人实属重 罪轻判。建议二审依法予以纠正。阜阳市检察院支持临泉县人民检察院抗诉，建议二审依法判决。阜阳中院审理后维持临泉县法院对韩某某、秦某某的判决，以齐某 某犯滥用职权罪，判处拘役五个月。
据悉，二审宣判后，齐某某提出申诉。随后，阜阳中院启动再审程序。日前，记者获悉，阜阳中院对此案作出了再审结果，判决齐某某犯滥用职权罪，免予刑事处罚。
