China National Audit Office: 870 million anti-poverty funds aside or wasted 151 million by impersonation

中国审计署：8.7亿扶贫资金闲置或浪费 1.51亿被冒领

　　6月29日，中国审计署审计长刘家义在全国人大常委会会议上介绍扶贫资金审计情况时指出，抽查的40个县的50.13亿元扶贫资金中，至2016年3月底有8.43亿元闲置超过1年，最长逾15年；17个县的29个扶贫项目建成后废弃、闲置或未达预期效果，形成损失浪费2706.11万元。

　　刘家义说，审计署重点抽查了17个省的40个县。这40个县2013年至2015年收到财政扶贫资金109.98亿元，审计了50.13亿元，涉及364个乡镇、1794个行政村和3046个项目。

　　从审计来看，除了有8.7亿元扶贫资金闲置或损失浪费外，还有1.51亿元扶贫资金被虚报冒领或违规使用。

　　刘家义指出，29个县的59个单位和28名个人通过伪造合同、编造到户补贴发放表、重复申报、假发票入账等，虚报冒领或骗取套取扶贫资金5573.13万元；14个县的财政、扶贫等部门和乡镇政府、村委会等违规将6091.35万元用于平衡预算、市政建设、宾馆改造等非扶贫领域；17个县的25个单位将2194.78万元用于弥补业务经费和发放福利等；7个单位在扶贫工作中违规收取项目推广费等1249.36万元，主要用于弥补经费。

　　审计还发现，部分资金分配未充分考虑建档立卡贫困人口情况。“有的地方也未严格按规定条件筛选扶贫对象。”刘家义说，抽查云南省寻甸县2015年发放的1339笔扶贫到户贴息贷款6560万元中，仅有711笔3433万元发放给了建档立卡贫困户。

　　针对扶贫资金审计发现的问题，刘家义说，有关地方已追回资金1422.6万元，收回闲置资金6981.59万元。
