1.51亿扶贫资金是如何被虚报冒领或违规使用的？
新京报快讯(记者王姝)今天下午，审计署审计长刘家义向全国人大常委会作《国务院关于2015年度中央预算执行和其他财政收支的审计工作报告》时说，去年开展了扶贫资金专项审计，重点抽查了17个省的40个县，审计发现，有1.51亿元扶贫资金被虚报冒领或违规使用。
这1.51亿元扶贫资金是如何被虚报冒领或违规使用的?审计发现，29个县的59个单位和28名个人通过伪造合同、编造到户补贴发放表、重复申报、假发票入账等，虚报冒领或骗取套取扶贫资金5573.13万元;14个县的财政、扶贫等部门和乡镇政府、村委会等，违规将6091.35万元用于平衡预算、市政建设、宾馆改造等非扶贫领域;17个县的25个单位将2194.78万元，用于弥补业务经费和发放福利等;7个单位在扶贫工作中违规收取项目推广费等1249.36万元，主要用于弥补经费。
扶贫资金专项审计还发现，有8.7亿元扶贫资金闲置或损失浪费。刘家义称：由于统筹整合不到位等，抽查的贫困县每年收到上级专项补助200多项，单个专项最少的仅4800元;抽查的50.13亿元扶贫资金中，至2016年3月底有8.43亿元(占17%)闲置超过1年，其中2.6亿元闲置超过2年，最长逾15年;17个县的29个扶贫项目建成后废弃、闲置或未达预期效果，形成损失浪费2706.11万元。
此外，部分资金分配未充分考虑建档立卡贫困人口情况。有的扶贫资金分配尚未与建档立卡贫困人口数据建立有效衔接机制，在具体扶贫项目实施中，有的地方也未严格按规定条件筛选扶贫对象，抽查云南省寻甸县2015年发放的1339笔扶贫到户贴息贷款6560万元中，仅有711笔3433万元(占52%)发放给了建档立卡贫困户。
刘家义表示，审计指出上述问题后，有关地方已追回资金1422.6万元，收回闲置资金6981.59万元。
