　　2020年实现老区行政村通宽带

　　会议指出，采取特殊扶持政策，支持川陕革命老区加快振兴发展，有利于推进西部大开发，缩小区域差距，带动扩大内需、调整结构。一要坚持发展第一要务，更 多依靠深化改革和扩大开放，增强革命老区内生发展动力。二要破解老区基础设施瓶颈制约。加快建设一批重点水利工程，到2020年力争实现老区行政村基本通 宽带。三要积极发展特色农林业和新材料、高端装备制造、商贸物流、旅游等产业，升级轻纺服装等传统产业。四要加大易地扶贫搬迁投入和扶贫小额信贷支持，探 索实行资产收益扶持制度，将财政资金投入形成的经营性资产折股配置给贫困户。五要加大东部省份和省内发达市县对口帮扶力度，推进新型城镇化和城乡协调发 展。六要逐步增加中央财政转移支付资金规模，鼓励金融机构加大信贷扶持，在重大项目布局、审批等方面给予倾斜，研究提高老区矿产、油气资源开发收益地方留 成比例。

　　鼓励社会资本参与铁路投资建设

　　会议认为，建设铁路网这一国民经济大动脉，既稳增长、更调结构，既增加有效投 资、更扩大消费，是一举多得的重大举措。会议原则通过《中长期铁路网规划》，扩大铁路基础设施网络，提升运输服务保障能力。一是打造以沿海、京沪等“八 纵”通道和陆桥、沿江等“八横”通道为主干，城际铁路为补充的高速铁路网，实现相邻大中城市间1-4小时交通圈、城市群内0.5-2小时交通圈。二是完善 普速铁路网，扩大中西部路网覆盖，优化东部网络布局，实现铁路交通基本覆盖县级以上行政区。三是按照“零距离”换乘要求，同站规划建设以铁路客站为中心、 衔接其他交通方式的综合交通体，形成配套便捷、站城融合的现代化交通枢纽。四是培育壮大高铁经济新业态，促进沿线区域交流合作和资源优化配置，加速产业梯 度转移，带动制造业和整个经济转型升级。五是鼓励支持地方政府和广泛吸引包括民间投资、外资等在内的社会资本参与铁路投资建设。铁路总公司要推进自身改 革，加快建立现代企业制度，盘活现有资产，用市场化方式多渠道融资，在铁路建设发展中发挥关键作用。
