Gold 6 provinces send more than 60 million of water pollution control in China more than 17 billion is not used effectively
Audit announcement of China National Audit Office published on June 29, funds used for water pollution prevention and control, 17.621 billion yuan funds failed to use effectively.
Audit Commission October 2015 to January 2016, China, Beijing, Tianjin, Shanxi and other 18 provinces, municipalities of 883 water pollution control projects were audited, found around the increasing investment, achieved positive results for water pollution control.

Until the end of 2015, the Central Government issued water pollution prevention and control and the money in 18 provinces, 14.359 billion yuan form present in the local financial departments at all levels, is not paid in a timely manner to the project; in 12 provinces of idle funds by local authorities and projects unit 2.928 billion yuan;
5 provinces related losses and waste of funds due to improper decisions of 269 million Yuan, 6 9 projects in the province get cash 65.3157 million violation.

Audits and spot checks along the Yangtze River Economic Belt region of 23 cities and counties, municipal sewage 12% (annually 400 million tons) vertical Yangtze River without treatment; 373 ports along the Yangtze River, has 359 (96%) do not have garbage points, 260 (70%) do not have pollution emergency treatment facility. Sampling 89 counties 231 centralized drinking water source in urban and rural areas, there are 124 (53%) indicators of water quality monitoring standards; 72 out of 27 underground drinking water sources (37%) overdraft.

In the 18 provinces, 9 provinces into the "Twelve-Five" plan for water pollution control project in 1684 (44%) has not been the Central subsidy, and 2,135 in 7 provinces received a grant project (equivalent to 63% of the planning project) is not part of the plan.

中国水污染防治金被6省套取六千多万 170多亿未有效使用
中国审计署6月29日发布的审计公告显示，用于水污染防治的财政资金中，有176.21亿元财政资金未能有效使用。
中国审计署于2015年10月至2016年1月，对北京、天津、山西等18个省、直辖市的883个水污染防治项目进行了审计，发现各地加大资金投入，水污染防治取得积极成效。
审计也发现了一系列问题，其中之一是176.21亿元财政资金未能有效使用。至2015年底，中央财政下达18个省水污染防治相关资金中，有143.59亿元结存在地方各级财政部门，未及时拨付到项目单位；12个省的地方主管部门和项目单位闲置资金29.28亿元；
5个省因决策不当等造成相关资金损失浪费2.69亿元；6个省的9个项目单位违规套取资金6531.57万元。
其次，区域性水环境保护压力较大。
审计抽查长江经济带沿江区域的23个市县，城市生活污水有12%（年均4亿吨）未经处理直排长江；沿江373个港口中，有359个（占96%）未配备船舶垃圾接收点，260个（占70%）未配备污染应急处理设施。抽检89个市县的231个城乡集中式饮用水源地中，有124个（占53%）水质监测指标不达标；72个地下饮用水水源中有27个（占37%）存在超采现象。
公告显示，有397个水污染防治项目没有达到预期效果。至2015年底，有276个（占31%）项目因前期准备不充分、配套设施不完善、资金支持不到位等未按期开（完）工；有121个（占13%）已完工项目因市场变化、论证不充分等未能及时发挥效益。
审计还发现，存在预算分配与专项规划衔接不够以及一些地区环保相关执法不严格等问题。18个省中，9个省纳入“十二五”水污染防治规划的项目中有1684个（占44%）未得到中央相关补助，而7个省获得补助的2135个项目（相当于其规划项目的63%）不属于规划范围。
对审计指出的问题，相关地方积极整改。至2016年4月底，18个省各级财政部门已将未及时拨付的财政资金23.45亿元拨付到位，盘活使用以前年度滞留财政资金1.45亿元，促进13个已完工未发挥效益的项目正常达标运行等。其他问题正在进一步整改中。
