中国外交部：中菲有关争议归根结底是邻里之间的事情

　　有记者问，据报道，菲律宾总统杜特尔特昨天说，菲不想向任何国家宣战，如通过谈判能赢得和平将乐见其成，希中菲南海争端能实现“软着陆”。菲新任外长亚赛也说，不会像一些外国政府主张的，就仲裁裁决结果发表强硬声明。中方对此有何回应？

　　洪磊指出，菲律宾是中国隔海相望的近邻，有关争议归根结底还是中菲邻里之间的事情。菲律宾阿基诺三世政府提起的南海仲裁案是非法、无效的，中菲有关争议只能在充分尊重历史事实的基础上，根据国际法，通过谈判协商妥善管控和解决。希望菲方与中方相向而行，妥处相关争议。

　　另有记者问，菲律宾中国外交部海事中心前秘书长埃恩科米恩达日前接受采访时说，所谓中菲进行了数十次谈判未能解决争端只得提起仲裁，这是菲上届政府中国外交部在撒谎。事实是中方一直试图与菲方谈判，但菲方一直未回应。中方对此有何评论？

　　洪磊对此回应表示，菲有关人士用铁一般的事实再次揭露了阿基诺三世政府为单方面提起仲裁而编织的谎言，再次说明了菲律宾南海仲裁案的非法性。中菲围绕南海产生的争议只有通过双边谈判磋商的正途才能解决。
