针对国际旅游度假区以旅游度假为主的区域功能特点，新版《管理办法》对区域旅游公共服务与管理、应急管理、信息管理、交通管理、客流管理、协调执法、驻区服务等作出了具体规定。其中，在维护区域公共安全和环境氛围方面，国际旅游度假区对相关行为进行了一系列规定，包括：禁止携带危险物品、贩卖有价票证、从事非法导游活动、攀爬建筑、未经批准设摊经营、在树木和建筑物上涂写、在公共水域游泳、携带犬只进入度假区核心区域等。

此外，针对近期屡次发生未经批准、擅自使用无人机在度假区核心区上空飞行、拍摄，带来一定安全隐患的情况，新版管理办法借鉴了世博会期间对小型航空器和空飘物的管理规定，明确小型航空器和空飘物在国际旅游度假区核心区起降、飞行需事前获得有关部门批准。据了解，若违反以上规定且对安全管理造成影响，将对单位处1-3万元罚款，对个人处500-2000元罚款。
