广东肇庆宣布停止垃圾焚烧项目征地工作
广东省肇庆市高要区此前力推的垃圾焚烧发电项目——肇庆市环保能源发电项目，目前已停止征地。
该消息最早见于肇庆市高要区委宣传部官方微博“高要宣传”7月2日下午17时左右发布的《关于对肇庆市环保能源发电项目停止征地的公告》。公告指出， 高要区委区政府于2016年7月1日在禄步镇召开全镇村民小组大会，会上宣布停止肇庆市环保能源发电项目在禄步镇江（岗）仔头村征地工作。
肇庆市委宣传部官方微博“美丽肇庆”以及该市环保局官方微博“绿色肇庆”随后也转发了这一消息。
此前，6月25日，“高要宣传”曾报道，高要区全力推进禄步镇环保能源发电项目建设。6月25日下午，高要区在禄步镇岗仔头村召开肇庆环保能源发电项目建设现场会议，向当地村民宣传、解答该项目建设的意义，面对面共同研究推进项目建设工作。
7月1日，肇庆市环保局官网发布的信息介绍，肇庆市环保能源发电项目是广东省重点环保项目之一，项目规划选址于高要区禄步镇禄镇围村委岗仔头村民小组早熟田坑，建设总规模为1500吨/天，其中一期为1000吨/天。该项目采用BOT模式运作，经公开招投标，由专业的垃圾处理公司进行建设和运营管理，服务范围为肇庆市端州区、鼎湖区、高要区及德庆县部分乡镇，服务人口约160万人。建成后的垃圾焚烧发电厂一期年焚烧垃圾36.5万吨，同时利用垃圾焚烧的热量资源进行发电，年总供电量可达9400多万度。
文章还指出，肇庆市环保能源发电项目选址严格执行国家防护距离要求，将严格控制恶臭、二噁英排放，项目垃圾产生的污水全部作深度达标处理，不外排，严格处置炉渣和飞灰。
6月29日，肇庆市环保局官方微信公众号“绿色肇庆”曾发文解释规划建设环保能源发电项目的原因。文章称，随着肇庆城镇化进程的快速发展以及人口迅速增长，垃圾的产生量也日益增多，传统的无害化卫生填埋技术将无法满足垃圾处理的需求。若垃圾不经妥善处理、随意堆放，将会引发虫鼠肆虐、臭气熏天等环境卫生问题，还会严重污染空气、水和土壤。
同日，高要区人民政府在通过“高要宣传”发布的告知书中承诺，称将严格按照国家法律法规的要求，加强信息公开，职能部门从严对肇庆市环保能源发电项目日常运营进行严格监管，如项目运营后达不到上述要求的，政府将依法依规进行严肃处理。并希望广大群众不造谣、不信谣、不传谣，自觉遵纪守法，共同维护社会大局稳定。
