And when this is not true of "Western democracy" system arising from the voting results during clashes with real economic and political power, as a referendum on the EU, it will cause confusion or cause the vote to be overturned.

　　刚刚举行的脱离欧盟公投引发二战以来英国最严重的政治危机，英国的统一也因此受到严重威胁，这场危机料将持续多年。因为这场公投，中国国内也出现了一些有关“西方民主”“民粹主义”和“分离主义”的探讨。要想理解当前这些事件，就需了解它们背后最深层次的原因，弄清两者之间的联系至关重要。

　　厘清英国这些乱象的关键在于它们坐实了“西方民主”只是一种表象，真正做决定的是其背后强大的经济集团。这样一来，那些令人费解的事就一目了然了。

　　不断加重的危机加上脱离欧盟者缺乏凝聚力，给了支配性经济集团的代表们呼吁重新公投的机会——因为此前欧盟已有推翻做出“错误”公投决定的先例。

　　“西方民主”建立在虚幻的人类图景之上

　　引起这场混乱的终极原因，则在于西方民主模式是建立在一种完全虚幻的人类图景基础之上。真实的人类有着无数复杂需求，从摆脱贫困、确保自身安全等基本需求到文化、科技等复杂领域的需求，这些需求只能通过社会来满足，因此才产生了难以计数的不同社会关系。国际社会的众多证据表明，获得最高水平的生活、追求符合所在国家特征的生活方式是人类最想达到的目标。政治体系真正的工作就是最大限度地满足这些需求。

　　可是，“西方模式”对人类具有“多维”需求这一事实视而不见，反而想用某种幻想出来的“一维”视角取而代之，认为人类关心的只是一系列单一狭隘的事，比如拥有一个议会制共和国或用上“脸谱”网站。而当这种不真实的“西方民主”体系所产生的投票结果与真实的经济政治力量发生冲突时，正如欧盟公投那样，就会引起混乱或导致投票结果被推翻。

　　中国选择“西方民主”会比英国更混乱

　　这些教训对中国来说至关重要。中国比英国更为复杂：中国是发展中国家，不仅拥有众多人口和民族，还有日本这种不甚友善的邻国，同时面临美国新保守派的遏制企图。中国现有体系已成功将这些不同因素整合进了自身国家发展进程，如果放弃这种“真实”的体系，转而采用基于错误人类图景和需求的“西方民主模式”，则其可能面临比当下英国更加危险的混乱。

　　相信这些教训对中国共产党也会有所启发。今年7月1日正好是中国共产党建党95周年纪念日。从建立新中国，到带领这个大国创造出人类历史上最快的经济增速、迈入国际设定的高收入经济体门槛，再到带领7.28亿人脱离国际定义的贫困线，中国共产党始终承担着巨大历史责任。

　　中共之所以能取得如此史无前例的成就，是因为它认识到了社会的多面性及其在中国的独特特征。中共了解自己国家复杂而真实的社会关系，清楚如何综合发展和满足以下这些需求以维持国家前进不可或缺的凝聚力：经济发展、保障社会和人身安全、发展科技文化等。为了做到这些，它理智地拒绝了西方体系中的错误，比如前述那种虚假图景，即认为人类是“一维”的、仅对少数“政治”议题感兴趣，他们并不非常关心自身全方位发展，包括追求符合所在国家特征的生活方式的权利。

　　随着中国进一步发展，现实社会关系将变得更复杂，进而需要更完善的政策。但无论如何，在一个如中国这样大而复杂的国家，如果抛弃建立在其真实社会属性上的政策、转而求诸建立在虚幻想象上的西方体系，那将是场灾难。从这个角度来讲，中国应仔细研究导致欧盟公投这种乱局的系统，避免犯下任何危险的错误。
