可令耿直哥奇怪的是，这些微博下面却有不少武汉本地的网友表达着反对的意见，并在抨击这些外地媒体人不做调查就“放炮”，才是不负责任。
于是，我展开了一番调查，发现人家大武汉的民众“骂”这些大V和媒体人果然是有道理的。
首先，我们先说袁国宝贴出的那个2013年6月4日的报道，其标题是“武汉投130亿告别看海，一天下15个东湖也不怕”。
耿直哥仔细阅读了这篇报道后，发现人家武汉当地的官员并没有夸口或吹牛，人家的原话主要是：
1、投资130亿改善“中心城区”的排水能力，令其“基本”不受渍水影响；
2、这130亿是要将“中心城区”之前应对100毫米/24小时的入门级大暴雨的排水量，提升为能够应对200毫米/24小时的中型大暴雨。（注：大暴雨的定义为100-250毫米/天）。
而且人家武汉也公示了那个3年提升排水能力的规划书。从中可以看到，这3年里武汉重点提升的是泵站的抽水能力，扩建400公里排水管网，以及整治疏通沟渠。
只不过在人家武汉，当地媒体一般都习惯在报道天气时，把降水量与当地知名的“东湖”做比较，于是这能应对24小时下雨200毫米的能力，便成了新闻标题中的“15个东湖”...
此外，这个2013年的报道还澄清了一件事：虽然我们大家如今看到下大雨后路面有积水就说是“看海”，但从专业角度来说，那种“海”的标准其实是超过30分钟还不消退积水，即“渍水”。所以武汉这130亿的投入，主要改善的也是这个“渍水”的问题。
那么，在今天这个3年期限的最后一年，武汉中心城区除“渍水”的能力是否得到改善了呢？
耿直哥询问了来自武汉的几位网民和当地媒体人，他们表示在武汉中心的武昌区、江岸区基本上雨后路面的积水很快就排掉了，比2013年确实有改进。
要知道在2013年时，这些地区可是有民众因为雨后积水持续不退，曾经公开给官员“送雨靴”进行讽刺的。
但内涝也存在，主要是集中在非中心城区，比如下雨下得最猛的江夏区、汉南区，以及更加偏远的新洲区等。
而且客观地说，今年的雨情确实比以往都要严重得多。官方数据显示，从6月30日到7月2日这短短2天里，武汉已经下了22.5个东湖的水量以及全年1/3的雨量，直逼1998年特大洪水时期的数据。其中6个远城区均超过200毫米，江夏区更是达到380毫米！
而新洲区的雨更是大到直接令当地的“举水河”溃口了....
所以，这次武汉部分地区内涝的“锅”，真不在那130亿上。
而且说到河流溃口，我们还需要知道的是，其实武汉的雨水排水系统，主要还是利用其湖多河多的特点，把雨水要么直接排出，最多也是先蓄上然后再排出。
可问题是，在过去1个月里，武汉其实已经被四轮大暴雨袭击了，用来承担排出雨水工作的河流与湖泊，甚至自身水位就已经快饱和了...
因此，你会发现武汉网友在抨击那些在外地的大V时最常说的一个问题就是：
“如今湖和河都满了，往哪儿排？你们脑子里吗？”

比如在2011年时，武汉晚报就曾经发表上面这篇文章，指出导致武汉内涝的一个关键问题，其实是当地大批工地存在野蛮施工，对于排水管网造成了严重的损害。
因此，武汉方面过去这几年也一直在鼓励民众举报这种行为。但据当地媒体人透露，这种野蛮施工的情况至今仍然存在。
又比如《法治周末》也曾撰文指出，城市规划不科学的问题与湖泊填埋问题，也是造成武汉内涝的另一个主要原因。
所以，客观地说，即便武汉投入130亿改善排水能力，也只能是缓解武汉的内涝问题，却不能真正解决，也要从这些被媒体已经曝光过的更根本的问题入手，才能解决问题。
