此前也有消息称，目前彩票主管部门正在研究互联网彩票以及电话彩票管理办法，并且将在2016年适时推动互联网彩票试点工作。不少分析人士认为，此前互联网彩票市场鱼龙混杂，但在互联网彩票暂停的一年时间内，不少小网站被关停。然而在重新开闸后，相信行业壁垒将提高，合规的龙头网站将抢占关停小网站所释放出的市场份额。
不过短期来看，可能互联网彩票难重启。在老谢看来，之前福彩中心和体彩中心再次发文严查网络端以及移动端售彩，同时明确彩票O2O属于违规操作，短时间内应该不会放开移动端售彩。
另外，中国彩票发行的另一个现实问题是地方利益如何平衡。据了解，彩票目前施行的是地方发行政策，各个省市都有自己的发行范围。但互联网平台打破了彩民的属地限制，一旦未来全面放开网上彩票销售渠道，对于既有的彩票发行体制也是一次大的触动。
老谢也表示，目前彩票行业只有条例，但是缺乏彩票法，加上没有明确的监管，这些都是之后需要加强的地方。
