  帮助解决中国人口流动问题


  中国并不是一个移民化程度较高的国家,为什么要加入国际移民组织?加入这个组织对中国来说意味着什么?


  对此,中国与全球化研究中心主任王辉耀告诉新京报记者,加入国际移民组织有利于中国增强移民服务和管理,建立规范、完善的国内外移民管理体系。他说,“中国不是移民国家”是一个极大的误解。


  根据联合国相关统计数据显示,全世界共有2.32亿国际移民和7.4亿国内移民,中国近年来的国际移民总量和国内移民人口持续增长。从2000 年到2013年间,中国的国际移民总量增长了超过50%。截至2013年,中国的海外移民已达933.4万人,成为全球第四大移民输出国;在国内移民方 面,2010年中国的国内移民人口超过2.2亿。


  “加入国际移民组织,我们可以很好地解决人口流动的问题。”王辉耀表示,中国有三亿多的农民工,国内移民的迁移、安置、户籍管理、融入城市生活和参与城市发展等一系列问题的解决,可以借鉴早期欧洲城市化过程中处理相关问题的经验。


  在王辉耀看来,中国一些国内移民的成功项目经验,如三峡库区移民,也可以与国际社会进行分享。此外,中国有6000多万海外华人华侨,频繁的局 部冲突,也使得侨民保护成了国际合作的重要议题。加入国际移民组织,将有助于海外领事保护的开展,更好地维护海外侨胞的合法权益。


  外国人拿“绿卡”难度降低


  此前,中国“绿卡”一直被视为全世界最难获得的“绿卡”之一。资料显示,中国自2004年实行“绿卡”制度以来,至2013年,居住在中国的 84.85万外籍人员中,只有7356人拿到了“绿卡”。平均下来,中国每年发出的“绿卡”数量为几百张。与此相对应的是,美国每年发放近100万张“绿 卡”。


  按照国际移民组织的数据,全世界国际移民的平均水平是3%,发达国家平均为10%,其中国和美国国达到20%,发展中国家平均水平是1.6%,但中国的国际移民比例仅为0.04%。


  王辉耀表示,加入国际移民组织之后,对于来中国的外国人来说,获取“绿卡”的难度会降低。今年1月,中国公安部推出了20项出入境便利政策,2月, 《关于加强外国人永久居留服务管理的意见》出台。王辉耀说,这些政策已经有很多突破,但具体的落实仍需要借鉴国际移民组织和其他国家的经验。


  他举例说,中关村今年3月起开始试点外籍高层次人才“绿卡”办理“直通车”,目前已有将近二三百人获得批复,其中相当一部分人已经拿到了“绿卡”。


  “现在,中国正在探索外国人来华的积分制度,这种积分制度就需要借鉴外国的经验,比如如何进行职业分类,如何筛选人才等,国际上有一套成熟的、完善的解决办法。”王辉耀表示。


  不会导致难民大量涌入中国


  国际移民组织的另一个重要职能是参与对难民的迁移和接收。据联合国难民署的统计,国际难民人数在2015年达到2000万,而当前欧洲正经历二 战后的最大规模的难民潮。国际移民组织不久前公布的数据显示,2015年有超过一百万移民和难民进入欧洲,其中绝大部分是为逃避战火的叙利亚、阿富汗和伊 拉克等国家的难民。


  实际上,中国此前就有过接收难民的先例,比如在上世纪七八十年代接收过越南的难民。


  联合国难民署的统计数据显示,截至2014年8月,中国接收了约31万难民,其中绝大多数是上世纪70年代末80年代初接收的越南、柬埔寨和老挝等国的难民。


  中国加入国际移民组织后,是否会导致大量难民涌入中国?


  答案显然是否定的。去年4月,由中国与全球化智库编撰的《中国国际移民报告》显示,中国正在成为难民接收国。不过从全球范围来看,中国接收的难民人数几乎可以忽略不计。另一方面,接收难民并不是一个强制性的义务,各国会通过商量来确定具体的份额。


  王辉耀认为,在接收难民方面,国际移民组织的很多成熟经验可以供中国学习借鉴,帮助中国更有条理、更规范地接收难民。


  “中国也到了深度参与全球治理的时候了,中国希望承担更多国际责任,这里面必然要包括接收难民。”王辉耀表示,中国现在是全球第二大经济体,国际人道主义的义务,适当地接收难民也是大国责任的体现。
