观海解局记者梳理媒体报道获悉，今年7月5日，由中国人民大学重阳金融研究院、美国卡内基国际和平基金会主办，中国南海研究院和美国威尔逊国际学者中心协办的中国和美国智库南海问题对话会在华盛顿举行。
来自美国卡内基国际和平基金会、美国国际战略研究中心、美国海军学院、耶鲁大学、美国战略预测智库等学术机构的15位美国学者和前外交官，与来自中国南海研究院、南京大学、上海社科院、武汉大学、西南政法大学、中国现代国际关系研究院等机构的10多位中方专家一起对话。
据《人民日报》报道，中国前国务委员戴秉国在会上做开幕主旨演讲时表示，在南海问题上，中国绝不是加害者、肇事者，而是完完全全的受害者。他在演讲中说，“哪怕美国全部10个航母战斗群都开进南海，也吓不倒中国人!”
官方简历显示，戴秉国，土家族，1941年3月生，贵州印江人。四川大学外语系俄罗斯语言文学专业毕业。1964年9月参加工作。1973年6月加入中国共产党。曾任国务委员、中央外事工作领导小组办公室主任、中央国家安全工作领导小组办公室主任、中央对外联络部部长、中国外交部副部长。退休后，他成为北京大学国际战略研究院名誉院长。
力促建立“中国和美国战略对话”机制
观海解局注意到，人民出版社的《战略对话——戴秉国回忆录》一书于今年3月在全国发行。
据该书中记载，2005年至2008年间，戴秉国曾多次主持中国和美国战略对话，后与王岐山共同主持中国和美国战略与经济对话。戴秉国认为，这个对话机制，为中国和美国双方增进战略互信，促进关系发展，特别是在探索构建国与国和谐相处之道上发挥了重要作用。
2003年之后，戴秉国三次作为中国政府特使访问美国。他在其中一次会议上提到，“如果中国和美国两国也建立战略对话机制，有可能在新的历史时期探索出中国和美国两个大国合作共赢的一条新路。”
戴秉国在书中回忆道，“（2004年11月）29日晚上，我把基辛格博士请到中国驻纽约总领事馆，想听一听他对中国和美国建立战略对话机制的想法。基辛格说，他很早就提出了美中两国开展战略对话的建议，这一对话十分重要。”
2004年12月2日，戴秉国在华盛顿与前美国总统国家安全事务助理斯考克罗夫特共进晚餐，就中国和美国关系相关问题交换了意见，就两国建立战略对话机制进行了讨论。之前一天，戴秉国还见了美国总统国家安全事务助理赖斯。
至此，在中国和美国战略对话拉开序幕之前，戴秉国已与美国智库三位重量级人物进行了对表，为双方下一步开展战略对话进行了铺垫。
中国和美国战略对话原定由两位常务副外长共同主持。据《戴秉国回忆录》一书记载，2008年，已经身为国务委员的戴秉国，仍继续担任中国和美国战略对话的中方牵头人。2009年2月，奥巴马总统的新班子刚开张，在美方的建议下，“中国和美国战略与经济对话机制”就此建立。由中国和美国双方每年轮流举办。
总统专机上会见梅德韦杰夫
戴秉国在书中回忆道，苏联解体后，俄罗斯从法理上成为苏联的继承国，中苏关系也被中俄关系所取代。
1992年12月17日，俄罗斯总统叶利钦对中国进行的首次访问，是苏联解体后两国最高领导人的第一次面对面会晤。访问虽然只有短短两天，但有关准备工作却历时近一年。
2008年，戴秉国出任国务委员后，开始接手主持中俄战略安全磋商。戴秉国在书中回忆了其与梅德韦杰夫在俄罗斯总统专机上的一次会见。
书中说道，“那晚交通状况很不好，驻俄罗斯大使刘古昌的车没能跟上车队，只有我的汽车开到了总统专机的舷梯下，珀特鲁舍夫一个人站在瑟瑟寒风中等我。他把我领上飞机。刘大使没有赶到，所以我就只带了一名翻译上了而飞机，俄方也只有帕特鲁舍夫陪同梅德韦杰夫总统见我。”

这次会见一共20多分钟。当时，梅德韦杰夫的专驾马上就要起飞，不可能谈得太深太久。“记得我还讲了一点俄语，梅德韦杰夫听得很高兴，向我竖起大拇指。这次总统专机的会见极其特别，在我的外交生涯中绝无仅有，相信在国际外交史上也不多见。”戴秉国在书中说。
接待首次访华的金正日
由于地理上的相邻、深刻的历史背景和复杂的现实情况，朝鲜半岛的局势与我国的国家安全和经济发展息息相关。观海解局注意到，戴秉国认为，朝鲜半岛问题是我们周边最复杂、最难处理的一个大问题。
2011年12月19日，朝鲜中央通讯社发布消息称，朝鲜最高领导人金正日于12月17日在视察地方途中，因过度疲劳发生重度急性心肌梗塞并发重度心脏休克，经抢救无效于是日上午8时30分在列车上逝世。
戴秉国回忆道，“我和金正日总书记见面不下10次，和他结下了深厚的个人友谊。”
金正日担任朝鲜最高领导人后首次访华是2000年，当时戴秉国任中联部部长，负责接待工作，曾去车站迎接他。那是两人的第一次见面。
“记得在我陪同他去钓鱼台国宾馆途中，当汽车开到离国宾馆不远的高架桥时，我发现他将黑眼镜换了下来，他显然不想戴着黑眼镜同等候着他的胡锦涛同志会面。”
此外，“金正日是一个勤奋的人，他经常下基层，下连队。他来华访问期间，花了很多时间来考察中国的企业发展、基础设施建设以及市场情况。”戴秉国说，金正日也有柔情的一面，他亲自改编和指导了朝鲜版歌剧《红楼梦》和《梁祝》，很有艺术水准，在我国巡回演出时深受中国人民的欢迎。

2013年3月16日，戴秉国开始了退休生活。他在《战略对话——戴秉国回忆录》一书中写道，“退休快三年了，我仍然同那些对话伙伴中的若干位保持着形式不同的接触和联系。”
公开报道显示，三年来，戴秉国很少出现在公众视野中。对此，他在接受媒体采访时表示，“我退休了，就应该尽可能消失在公众的视野之外，直至最终被完全遗忘。应该被记住的，是像毛泽东这样的伟人，是像屠呦呦、袁隆平等这些为人类造福的人，还有那些长眠在祖国大地和国境之外的烈士”。
戴秉国表示，退休后，他处于一种半工作状态，见一下外国的老朋友，或是在国内一些地方走一走，还去看了看曾经求学的地方，包括小学、初中、高中和大学，见了同学和老师。
他说，“退休是挺好的一件事情。我退休以后每天可以睡足觉了，以前是睡不好的。搞外交都有这个问题，到了后期我每天夜里都要吃两次安眠药。退休第一天我就把安眠药扔了。现在吃饭睡觉都可以，精力也比较好，我也比较乐观，保持一个良好的心态。”
