  中新网重庆7月6日电 (记者 李安江 刘贤)“1993年,重庆第一个集装箱班轮发往上海,每标箱运费是4500元(人民币,下同),现在只要2700元左右。”近日,民生轮船驻寸滩港办公室主任王正强站在重庆寸滩集装箱码头对中新网记者如是说。在他右侧是滚滚流动的长江黄金水道,面前以海港工艺建造的寸滩港上,高耸的集装箱吊机正在运作。


  民生轮船是第一个在重庆开运集装箱班轮的货运公司。在王正强的记忆中,20多年来,从重庆到上海的集装箱班轮从两周一班增加到一周八班。


  “只要有货,当天就能装船。”王正强说,以前装卸要靠工人爬到船上拉锁口,60个标箱要花一天半时间;现在高度机械化,装卸300个标箱的船只要4到6小时。越来越多的货物在长江上川流,从低附加值的原材料扩展至包括电脑在内的各种生产、生活用品。货物流向的终点以欧美地区为主。


  这是中国西部内陆城市重庆物流条件变化的一个缩影。


  在西部大开发等政策指引下,越来越多的跨国企业将目光投向中国西部。中西部唯一的直辖市重庆也看准大势,着力进行内陆开放高地建设。不沿边也不靠海的重庆,需要为投资者、合作者解决一个难题:如何在中国西部保持与世界互联互通。


  除了将水港码头建造得如海港般标准化、现代化,重庆另一策略是转身向西,通过渝新欧国际铁路联运大通道,直达欧洲物流集散中心德国杜伊斯堡。


  2016年6月,首个中欧·渝新欧平行进口汽车整车专列抵达重庆,满载82辆来自欧洲的路虎、宝马、奥迪等高端品牌汽车。货主是香港上市企业润东汽车集团。其董事长助理王昊然接受中新网记者采访时称,进口汽车的传统物流方式是从欧洲经40天海运到上海,再转到重庆又耗时约5天。中欧·渝新欧班列虽运价略高于海运,但耗时仅两周,资金回笼效率高,综合考虑比海运更有利。


  重庆的这一“转身”,给外贸商家、厂商提供了一种新的物流解决方案。除了高端的平行进口汽车,各种生活消费品也开始尝试以渝新欧为通道从欧洲进入中国西部市场。


  做跨境商品直购体验中心的洋展购已有10个国家、地区馆入驻,在售进口商品6万余种,涵盖生鲜、保健品、日化、服装等。洋展购落户重庆的重要原因之一是认为渝新欧“意义非凡”。其董事长薛跃武说,通过渝新欧,欧洲货从陆路进入重庆,运输时间短;重庆作为分拨中心,辐射中西部地区,转运时间也短。


  未来,洋展购还希望铁空联运,将商品采销范围进一步扩展到新加坡等地区。这也契合重庆官方的计划——构建亚欧大通道。


  成为中国与新加坡第三个政府间合作项目的运营中心后,重庆市长黄奇帆提出这一设想:通过渝新欧1万多公里共12天的铁路运输,加上重庆到新加坡、马来西亚、泰国、日本、香港、台湾等亚洲国家和地区5个小时的空运,使欧洲和亚洲之间形成铁空联运大通道。1万多公里铁路运输费用比空运下降八成,对各种物流公司来说将很有吸引力。


  与此同时,重庆的“空中运网”也颇具规模。作为重庆空港主要载体的江北机场已开通国内外航线232条,逐步构建起覆盖欧、美、澳、亚的客、货运航线网络。2016年,其东航站区建成投用后,将有70万平方米航站楼、3条跑道,预计年旅客吞吐能力4500万人次、年货邮吞吐能力55万吨。


  中国内陆首个国家级新区两江新区是重庆的开放窗口,西连渝新欧通道,东接长江黄金水道,江北国际机场亦坐落其间。两江新区管委会常务副主任汤宗伟称,在两江新区20千米半径内,水港、空港、铁路港、保税港、信息港等五港交汇,形成了联通渝新欧国际铁路联运大通道和长江黄金水道的多式联运物流通道体系。


  未来,两江新区乃至重庆将进一步融入“一带一路”、长江经济带建设中,从水路、陆路、空路缩短与其他经济体的时间、空间距离,与世界保持互联互通。
