　　他指出，南海仲裁案仲裁庭是由时任国际海洋法法庭庭长、日本籍法官柳井俊二指定、挑选的仲裁员组成。今年6月29日，在菲律宾前总统阿基诺任期的最后一天，仲裁庭对外宣布将在7月12日公布裁决结果。吴士存认为，这一时间上的选择“绝非巧合”。

　　吴士存就此表示，此次演习的地点位于南海无争议地区，与仲裁案并无直接联系，但这一时间节点在外界看来似乎有些敏感和特殊。
　　他认为，中国在借此次军演向国际社会传递一个重要信息：无论仲裁庭作出什么样的裁决，中国都有意志、有能力捍卫其在南海正常、合法的主权和主权权益。
　　谈到美国对南海问题的影响时，吴士存表示，美国一直声称在涉及南海领土主权问题上不选边站队，但实际上美国在南海问题上的中立政策已“不复存在”。
　　他说，“回顾美国最近几年在南海问题上的所作所为不难看出，谁在南海挑战中国，美国就支持谁，这才是真正的选边站队。”
　　除了立场上的“言行不一”，美国还在行动上“拉帮结派”，试图组建一个新的阵营或者隐形军事联盟。
　　他指出，美国在南海问题上“拉帮结派”是中国未来面临的一个重大挑战。美国不断强化双边和多边的同盟和伙伴关系，维持在亚太地区的主导权，希望借南海问题进一步推动“亚太再平衡”战略的实施，这才是其真正的利益诉求和战略意图。
