6月30日下午，南岸区公安分局海棠溪派出所辖区居民谭某到海棠溪派出所户籍窗口为其刚出世的孙子王某办理新生儿入户，户籍窗口民警查验了拿来的其孙子的出生证、其儿子媳妇的身份证、户口本、结婚证和准生证原件及复印件，待谭某填写好《新生婴儿登记常住户口申请表》及提交所有材料原件及复印件后，户籍窗口民警当场为其办理了新生入户手续，通过系统自动生成其孙子的身份证号码，并将打印出来其孙子的《常住人口登记表》出示给谭某核对，并告知其信息无误后在“申报人”处签字确认，谭某仔细核对后当场签字，而后民警将其孙子的户口页打印出来交给了谭某，谭某随即离开了派出所。

7月1日10时许，谭某再次来到海棠溪派出所户籍窗口，一见到民警，谭某强烈要求民警更改其孙子王某的身份证号码，原因是其孙子的身份证号码最后一位是4，这个数字不吉利，并告诉民警称她的儿子责怪她给孙子上户口的身份证号码不吉利，要求民警将其孙子的身份证号码更改成吉利的数字。期间，民警向谭某解释了身份证号码的编码原则，并告知谭某身份证号码是由系统自动生成的，一旦生成不能再更改，并告知不要迷信。

再听了民警的解释后，谭某竟然向民警“建议”：将其孙子的户口死亡注销，然后重新为其办理新生儿入户手续。随后，谭某的儿子也通过电话强烈要求民警更改其儿子的身份证号码，并称如果民警不为其更改，他将投诉民警。最后，经民警多次解释，谭某及其亲属才表示理解。

民警提醒市民朋友，身份证号码采用的是18位数字编码方式，具有唯一性，现在是由电脑按照一定的程序自动生成的，其中包含诸多信息，除了显示出生年月日外，还有出生地信息、性别等，身份证号的最后一位为识别码，这是由前面17位数字代入一个复杂公式计算出来的，其结果为1-10，但因为身份证号码只有18位，所以当所得结果是“10”时，用“X”代替。
