　　与此同时，一种号称“防洪神器”的防洪墙这两天再次在网络走红，有网友提出，为什么有这样的“防洪神器”不用？应急器材不投入不进步，对得起赤手空拳的抗洪者吗？这也成为了一些人眼中中国防汛抗洪水平低下的参照物。

　　网上所说的“抗洪神器”到底是什么？小编带你先了解一下——

　　
这个设备最早由网友“麦乐鸭”发布在微博上，其微博称，在奥地利北部一个叫Grein（格赖恩）的小镇，因为前两周的连续降雨，导致河水告急，当地在水位上涨前才临时搭建了河畔边的防洪板。

　　2010年，德国法兰克福奥德河水暴涨，德国总理默克尔到当地视察防洪工作时，画面中也出现了这种防洪挡板。

　　“防洪神器”真的那么神奇吗？中国的防洪能力真的不如国外吗？很快就有网友指出，照片中的“防洪神器”其实并不神奇，以此映衬中国防洪能力低下的判断也根本站不住脚，因为所谓的“防洪神器”在使用上有其很大的局限性。

　　首先，防洪挡板水压差极其敏感，只有在水面平静，围挡内外水压差较小的情况下，才能发挥效力。而在中国，一些地方江河湖泊洪水来势汹汹，水流极不稳定，大的洪水来临时，卡车和船只都有可能会被瞬间吞噬，在此情况下，防洪挡板恐怕只能鞭长莫及。这类防洪装置对地基也有要求，必须是混凝土结构。而在中国，很多洪水灾害都集中在农村，很多河堤并不具备安装的条件。

　　此外，还有网友找出了“防洪神器”四处漏水的图片，证明这个防洪挡板并非“固若金汤”。中学物理所学的“连通器”原理也告诉我们，一旦某一块挡板漏水，压力差之下很难确保“防洪神器”岿然不动。而此时换一块儿密封性强的挡板可行性几乎为零，对洪水的阻击战将面临“一点攻破，全线溃败”的危险。

　　无论怎样“自黑”，中国的防洪能力和应急水平的提升都是不容置疑的事实。上世纪60年代到90年代，中国每年因水灾死亡人数约4000人，而2010年以来这个数字已经降到了数百人。

　　在防洪材料方面，中国也在一直探索。就在今天，安徽望江县59圩河堤抢险现场来了件新装备：移动折叠式堵水墙。这件“利器”像用防水帆布做的“大口袋”，可用钢筋固定在缺口处，河堤一旦决口就用水泵往“口袋”里注水，约10分钟就能形成6米长60厘米高的堵水墙。

　　防洪工作仍然是艰巨的任务

　　当然，中国江河湖泊众多，大陆性气候和自西向东三级阶梯的地理走势也导致水患频频，尤其是中国中小河流量多面广、建设标准低、防洪能力弱，这些都是摆在我们面前艰巨的任务。

　　近期，武汉、南京等地城区积水严重，这也说明，在治理城市内涝等方面，我们的工作还存在薄弱环节。城市内涝，某种程度上是城市高速扩张，但基础设施建设未能跟上的现实反映。要补齐内涝治理的短板，就必须把城市各类基础设施的“底线标准”大幅度提高，城市建设必须回到责任与科学。
