据悉，文化部正在同步组织地方各级文化行政部门和文化市场综合执法机构开展专项整治行动，即将公布第一批网络表演者黑名单。

《通知》要求，各地重点查处提供禁止内容等违法违规网络表演活动包括：提供含有《互联网文化管理暂行规定》第十六条规定的禁止内容，或利用人体缺陷或者以展示人体变异等方式招徕用户，或以恐怖、残忍、摧残表演者身心健康等方式以及以虐待动物等方式进行的网络表演活动；使用违法违规文化产品开展的网络表演活动；对网络表演活动进行格调低俗的广告宣传和市场推广行为等。
上“黑名单”或处处受限
《通知》要求，地文化行政部门和文化市场综合执法机构要立即对本行政区域内的网络表演经营单位开展一次调查摸底，全面掌握网络表演经营单位情况。今后对网络表演市场全面实施“双随机一公开”，定期开展随机抽查，及时向社会公布查处结果。对投诉举报较多的网络表演经营单位，要加大随机抽查频次，重点监管。
文化行政部门负责将黑名单通报同级有关部门，并建议实施联合惩戒，强化对违法违规单位和表演者“一处违法，处处受限”的信用监管。各级行业协会要在本行业协会范围内，对列入黑名单的网络表演经营单位和表演者予以通报并抵制。
