自6月18日起，澎湃新闻记者接连多天进入第一坊发现，无论早晨还是深夜，该平台都有女主播进行色情表演，而且女主播对脱内衣、全裸等等节目明码标价，只要观众赠送虚拟礼物达标，她们立即进行表演。
第一坊提供的主播名录显示，该平台主播达千余人。其中，一些从事色情表演的主播在直播时，称自己是学生。
澎湃新闻调查发现，第一坊的服务器设在国外。
6月22日，澎湃新闻就网友举报的第一坊涉黄问题向中国互联网违法和不良信息举报中心、全国“扫黄打非”办进行反映，并提交证据。全国“扫黄打非”办工作人员表示，他们会将举报材料转交相关部门查处。

除标有“限”的房间和一对一房间外，网民可随意进入主播房间。澎湃新闻统计“美女直播”栏目发现，第一坊注册主播千余人，超过90%为女性。
澎湃新闻观察发现，一旦观众们赠送的钻石礼物达到主播设定的表演项目标准，主播就会设置限制，达不到主播设限标准的观众将无法看到主播屏幕。但花费300元开通第一坊贵族（会员）后，除一对一房间外，观众可随意穿梭第一放所有直播房间。
在设限房间内，女主播内衣被脱掉后，会通过娇喘、跳艳舞等挑逗性方式，引导观众继续刷礼物，只要观众们送的礼物合计突破表演限额，女主播就挨个进行表演。
第一坊所有设限的房间里，女主播几乎全是全身赤裸进行色情表演，更有主播用道具进行大尺度表演。最离谱的是，就连赠送礼物，也可以选择一些性爱姿势。

第一坊人工客服告诉澎湃新闻，该视频直播平台已运营一年多时间。澎湃新闻查询到，2015年2月即有网友询问第一坊直播事宜。
平台要求直播大尺度
要成为第一坊的主播，需要通过视频网站招募栏目通过QQ联系面试人员。澎湃新闻以应聘主播为由联系上面试人员“官方运营小七”。
小七告诉澎湃新闻，第一坊的主播主要包括绿播和大秀。绿播主播主要是唱歌跳舞，而大秀是脱衣服那种。他说，做大秀的主播多一些，并且大秀肯定是赚钱的。
对于大秀主播的直播要求，小七说，主要是主播全裸，看胸、看下面（私处）和道具表演，如果（直播时）达不到就不行。
小七告诉澎湃新闻，通过视频面试后，应聘人还需和第一坊在网上签订一份《第一坊主播合作协议》。根据协议规定，主播与第一坊或其关联公司之间不存在任何的劳动关系，第一坊不承担主播的任何费用，包括但不限于社会保险、福利和医疗保险费用，主播也不享用第一坊为其职员提供的各项福利政策。

该协议也对主播收益进行规定，主播在第一坊提供在线才艺表演，可以获得用户给予的奖赏，该奖赏由第一坊代为收取并支付给主播，但主播需向第一坊支付一定金额的平台服务费。
由于未进行视频面试，小七并未透露平台服务费收取的标准，但他表示，平台会根据主播获得奖赏礼物的多少为主播提供100-500元不等的底薪，底薪按日结算，提成则是周结。
一位不愿具名的主播私下告诉澎湃新闻，平台抽取的服务费是主播收入的40%，如果一天获得观众赠送的礼物低于1500钻，那么她这一天就相当于白做，没有收入。
对于“表演尺度”的问题，小七说，“我们比较开放，尺度比较大”。她表示，主播不会因为尺度大被封号。“人家万一举报，会不会有问题？”小七的回答是“你放心”。
一位自称在第一坊直播5个月的女主播也表示，在中国互联网严厉扫黄时期，还有第一坊这样“一个嚣张的平台”。
自称安全的涉黄平台
人工客服和多位观众、主播均向澎湃新闻表示，第一坊很安全，一直都没被查。对为何安全，人工客服并未详说。
上述不愿具名的主播说，其实人工客服所说运营时间只有一年多并不准确，因为她在第一坊已有两年直播经历。
这位主播说，虽然第一坊平台不算大，但是很牛，互联网这两年严打，第一坊能一直做下去，还做到澳门赌场，网址、视频发到很多黄色网站，可见老板“后台很硬”。
她说，第一坊的老板2012年开始做网站，当时很多网站被打掉，但他的网站没被打掉，当时他停下来，隔了一年做了第一坊，并一直做到现在。在她看来，没有一个黄色网站能做得这么久、这么火。据她介绍，第一坊用的是国外服务器。
澎湃新闻查询第一坊的百度搜索网址和页面跳转网址发现，两个链接的查询结果均为“未备案或备案取消”。两个网址的服务器地址均显示位于美国，其中跳转网址的服务器为美国特拉华多佛Incapusula公司CDN节点。
上述主播还说，第一坊有多个不同网址，用户用不同网址登录都可以进入第一坊。
同时，第一坊首页底端的“经营性网站备案信息”、“不良信息举报中心”、“北京互联网举报中心”、“北京网络行业协会”等链接信息，全都只是标识，根本无法进行网站链接。
一位不愿具名的网站工作人员告诉澎湃新闻，如果服务器在国外，该网站无需在国内进行备案，服务器在哪个国家就归哪个国家管，但它不能违反运营地的法律。第一坊涉黄直播，可以通过公安机关去打击网站在国内的运营。
澎湃新闻网络检索发现，第一坊幕后运营公司信息非常少。一家招聘网站发布的招聘信息显示，第一坊公司所在地为北京市朝阳区朝阳门南大街18号，公司行业为娱乐休闲/艺术/服务/媒体传播，并留下一个QQ邮箱。
澎湃新闻添加该QQ发现，昵称为“LUNA”的招聘QQ签名了写有“第一坊”及其链接地址，但该链接目前已无法打开网页。“LUNA”曾在2015年7月6日在QQ群空间说说中推广第一坊网站链接。
澎湃新闻致电同样在该地址办公的某公司，工作人员说，据他们了解，从来没有听说过第一坊。
负责招聘代理的第一坊工作人员在QQ上告诉澎湃新闻，他们并不在北京办公，网站运营团队也在国外。
澎湃新闻还注意到，第一坊提供的充值支付宝账号是个人账户，并非公司账号，昵称为“浪”，账号为hel***@126.com。
相关部门已受理举报未查处
研究移动互联网信息安全技术的重庆师范大学计算机与信息学院副院长杨德刚6月22日告诉澎湃新闻，服务器在国外的网站涉嫌违法，相关部门不能对其进行关闭，但可以屏蔽掉该网站。目前第一坊还能存在，是因为它还没被相关部门发现；如果网站的经营者是国内人员，公安机关会介入打击。

全国“扫黄打非”办举报电话接线工作人员表示，他们将在收到举报材料后，将材料转交给相关部门查处。中国互联网违法和不良信息举报中心则回复邮件表示，将尽快核实和处理。
此前，全国“扫黄打非”办案件督办处副处长李泽泓在接受《中国青年报》采访时说，网络直播实时性、突发性强，发现涉黄内容后，监管人员即便立即关闭该直播频道，也难以挽回影响。他表示，由于网络直播的特点正是与观众实时互动，事前审核并不容易，“很难采取延时播出等办法对有害信息进行过滤”。
全国“扫黄打非”办负责人明确表示，全国“扫黄打非”办正开展“净网2016”专项行动，其中将整治网络直播平台涉黄作为重点工作，正进一步加大监测监管力度，严查违法违规行为，以促进行业规范、健康有序发展。
