  作为南京土地熔断机制政策实施后南京最大的一场土地拍卖,不出所料地吸引了足够的眼球,共有超过40家房企参与抢地。


  然而,这场拍卖会的结果却也堪称“最奇葩”、“最震撼”。由于开发商的不理性,8幅限价地块,最终7幅熔断被终止出让。主持人当场发飙:

  那大家都别买了!


  据了解,此次土地出让共10幅地块,除了2幅商业地块之外,其余的8幅地块均是限价地块。由于此次出让的8幅地块,位于南京两江的江宁和江北板块,因此吸引了超过40家房企的参与,其中旭辉、保利、万科、金地、新城等开发商报了8幅地块的争夺。据微信号“365楼市”、“江苏房王”等多家媒体报道:


  在8幅限价地块中,只有一幅地块成功出让,是位于江宁的G22地块,最高限价为37亿元,9家房企参与拍卖,最终经过79轮竞拍,中南建设以35.1亿元成功竞得,楼面价为18829元每平米。


  位于江宁九龙湖板块的G23 ,由于地处双龙大道,可谓是此次土地拍卖含金量最高的地块,该地块最高限价18亿元,30家房企参与争抢。当主持人宣布开拍时,开发商齐刷刷的举牌。在地价接近18亿的最高限价时,现场主持人说话了:


  大家都要理性,好好考虑怎么举牌,现在大家都把举牌放下,擦掉报价,重新思考。


  主持人的苦口婆心,并没有换来开发商的理性。再次重新举牌,仍然出现多家开发商同时举牌的局面,最终该地块由于超过限价被熔断,终止出让。

  参与了土地拍卖的江苏本地开发商的副总黄涛对每日经济新闻(微信号:nbdnews)记者说。


  同样位于九龙湖板块的G24地块,吸引了28家房企的争抢,最高限价16亿元,最终因超过限价被熔断,终止出让。G25地块,25家房企参与竞拍,最高限价为34亿元,同样因为超过限价被熔断,终止出让。


  G26地块,最高限价37亿元,21家房企争夺,由于争抢热烈,一度导致主持人说话的速度,跟不上开发商举牌的速度,最终未能避免熔断的结果,被终止出让。


  这也就意味着九龙湖板块的4幅地块无一幅出让,全部熔断,“九龙湖目前是南京的热点板块,这4幅地块挂出来就吸引了开发商的巨大食欲,都将这4幅地块视为肥肉,所以全部熔断是意料之中。”南京本地房地产专家张健初对每日经济新闻(微信号:nbdnews)记者说。


  位于方山板块的G27地块,最高限价为16亿元,吸引了17家房企的参与,虽然主持人在地块开拍前说,“已经熔断了4幅地块,希望大家理性,能让这幅地块出让。”不过,任性的开发商依旧我行我素,该地块超过最高限价被熔断,终止出让。


  由于江北板块是国家级新区,同时又是目前南京楼市销售和价格涨幅最快的板块,因此每次江北板块出让地块,都会吸引各大房企的争抢,也屡屡刷新南京楼市楼面价的纪录。


  此次江北板块出让两幅地块,其中G28地块最高限价16.5亿元,22家房企报名参与,最终由于多家开发商同时举牌同样的价格,最终超过限价被熔断,终止出让。G29地块最高限价20.3亿元,25家房企报名参与竞拍,最终超出最高限价,G29地块熔断遭流拍。


  黄涛认为,由于此次南京出让的大都是优质地块,开发商卯足了信心要拿地,如果自己拿不到,那么即使让地块熔断,也不会便宜其他开发商。


   主持人说:别逼政府


  事实上,为了防止土地熔断,最终被终止出让。现场拍卖的主持人,在土地开拍之前说:南京土地市场供应充足,后续有不少优质地块推出 ,希望大家从关心城市建设民生需求角度,理性出价,发展共赢。


  不过,在进入拍卖过程中,开发商就不听话了。举牌速度超过电脑更新速度和主持人说话速度,不少开发商甚至同时举牌,导致拍卖中间电脑出现的故障。为此,主持人说:大家举牌慢一点,电脑反应跟不上,只要在南京,大家都有地拿。


  在接连出现两幅地块熔断,被终止出让后。主持人再次发话:希望接下来不要再有熔断,这样对大家都好。


  然而在进行G23地块拍卖时,由于主持人一再强调要理性拿地,但是在接近最高限价时,主持人发飙了:不要逼政府出政策!


  随后,在进行G25地块,还有一个亿就熔断时,主持人把加价幅度调整为100万一次。同时再次表示,政府调控房价是有手段的,不要逼政府,到时候就不好办了,并且官方定的最高价也不低了。


  对此,黄涛对每日经济新闻(微信号:nbdnews)记者说,“现在回想下午的拍卖,主持人在说这句话时的语气是既愤怒,又是在哀求开发商,呼吁大家理性再理性,但是最终没有开发商听主持人的话。”


  不听话的结果,就是主持人生气了,最后几幅地块,主持人再也不多说,只是接连宣布地块熔断,终止出让,“参与今天拍卖的开发商其实都心知肚明,拿到地的概率很小,大家都抱有一个目标是,我拿不到别人也别想拿到。”


  针对今天南京混乱的土地拍卖,南京房地产促进会秘书长张辉表示,这是南京土拍史无前例的尴尬局面,根本原因还在于,开发商的地价预期集体高于国土部门希望限制的价格,最终难以达成一致。


  对于国土部门来说,限地价、增供应的举措在于稳定地价,促进南京楼市平稳运行,这个出发点是为整个南京楼市好。


  “控地价结果造成熔断或中止出让,不控制地价,市场又反映地价太高,国土部门确实为难。症结的根本还在于资本的过于庞大以及对于土地渴求的强烈,南京土地市场、南京楼市以及南京的买房人正遭受史无前例的资本围困。”


  此外,张辉还表示,破解今天熔断频发的对策只有2个思路:


  1、放开最高限价,任由地价往高拍。


  2、加码楼市调控,出台新的调控措施,比如限贷、限购等,给楼市降温,同时也降低开发商预期。


  对此,张健初向每日经济新闻(微信号:nbdnews)记者表示,政府出台熔断机制的目的是,让开发商理性拿地,抑制地价达到控制房价的目标。


  “但是从南京目前熔断机制来看,开发商并未理性,熔断机制最终结果是导致土地的流拍,并且这种局面依然会持续,这不是官方愿意看到的结果。所以今天主持人说别逼政府出台政策,此话也表明接下来南京有可能会出台更严厉的政策,比如重启限贷限购。“
