　　[环球网报道 记者 张娱]为期三天的“宁波中国航海日论坛”7月10日举行开幕发布会，中国交通运输部海事局局长许如清在发布会上称，去年5月份开始，中国陆续在南海岛礁开工建设华阳等5座大型多功能灯塔，截至目前，华阳、赤瓜、渚碧、永暑等4座灯塔已先后建成发光。美济灯塔主体建设也已基本完成，即将投入使用。

　　许如清称，这5座灯塔，是中国在南海海域建设的重要公益性服务设施，5座灯塔的建成和投入使用也是中国履行相关国际责任和义务的体现，实际上它承担着服务航海保障、海上搜寻救助、航行安全、渔业生产、海洋防灾减灾等功能。具体来说，体现在以下三个方面：

　　首先是保障了国际航线通航安全。南海航线是全球最重要的海上贸易通道之一。在南海主要航线附近，由于岛、礁、滩多，暗沙也多，且其位置和水深、水文缺乏准确的资料记录，加之航路附近有许多通航障碍物，这些都需要通过设置航行安全保障设施，对船舶进行导航指示。

　　其次是为海上搜寻救助、防灾减灾提供了基础设施支持。据海南省搜救中心提供的数据显示，从2013年到目前为止，在南海海域针对船舶发生的遇险 事故中，我们就已成功救助了中外籍遇险人员3396人。另一方面，这5座灯塔除了能够发挥传统视觉导航功能之外，其所配置的船舶自动识别系统（AIS）和 甚高频（VHF）通信基站，已经实现无线电通信信号的有效覆盖。通过灯塔这一基础设施的建设和使用，我们可以为在南海海域航行的商船渔船，提供救助协调指 导和气象灾害预警、预防信息服务。

　　第三是有利于降低船舶溢油风险，保护南海海洋生态环境。南海是亚洲各国石油运输的集中区域，全球三分之一的原油运输和超过二分之一的天 然气需经南海运输，油轮、液化气船等船舶在此海域通航密度大，这意味着，由于船舶发生碰撞、搁浅等事故而带来的溢油风险也大。灯塔的建成使用，能够帮助船 舶在航行过程中进行有效定位和航路指引，这对于预防事故险情的发生，降低船舶溢油污染的概率，进而有效保护南海海洋生态环境，都将起到重要的支持保障作 用。

　　许如清还说，除了这五座灯塔外，我们还在西沙水域建成了晋卿岛、羚羊礁筐仔沙洲、南沙洲、北礁东等4座灯桩；在永兴岛、东岛、琛航岛、 中建岛设置了4座船舶自动识别系统（AIS）基站，实现了西沙重点水域信号的全覆盖；开播了4209.5千赫（KHZ）频率的海上安全信息 （NAVTEX）广播业务，实现了对西沙、中沙水域信号的覆盖。中国在上述水域也已经建设31座民用航标设施。这使得南海海域民用航海保障基础设施的网络 已经初步形成。
