水库所在地的良光镇政府，正是垃圾的主要倾倒者。水库附近村民为劝阻外来垃圾运进，在入口处竖起一个个告示牌，警示勿往此处倾倒垃圾。良光镇镇政府主要负责人向媒体这 样解释，化州市因为没有垃圾焚烧厂，被逼无奈选择横江水库边的山头堆放生活垃圾；该镇现已不再往这里运倒垃圾；目前正积极制定整改措施，准备把垃圾全部运往茂名垃圾焚烧厂处理。
水库旁各类垃圾盖满山头
风景秀美的横江水库建于1958年，是良光镇农田灌溉的主要 水源地，附近村庄百姓生活饮用水也多来自于此。“每天都有装满垃圾的中型货车过来，一般一天倒两次。”57岁的良光镇雅道村村民吕梅英一家住在水库旁边的 山脚下已有19年，在他的印象中，垃圾车往他家屋后的黄皮岭倾倒垃圾至少已有7年历史了。以前垃圾堆放的地点离他家还比较远，后来随着垃圾越来越多，已经 蔓延到距离他家仅几米远的地方。
“风一刮，臭得吃不下饭，睡不了觉，特别是苍蝇，密密麻麻的。”吕梅英说，他家屋前打有一口井，原先全家用水靠这口井，后来垃圾堆放的时间久了，井水都开始有股怪味，最终废弃不用了。
南 都记者在良光镇黄皮岭山脚看到，“垃圾山”高高耸立，覆盖了大部分山头，约有一个足球场面积大，风吹过，阵阵令人作呕的臭味飘来。山的另一边，是横江水 库，垃圾堆距水边只有十余米，中间没有任何防护措施，山上垃圾堆常年流淌的黑色黏稠液体，在垃圾山与水库之间冲出了一道道细细的沟壑。
村民立牌警示政府不要再倒垃圾
“地表水被污染了，地下水也要被污染。”黄皮岭距离雅道村主村落不到3公里，周围绝大部分是该村农田、山林，雅道村一位村干部说，山岭上的垃圾主要是镇政府倾倒的。绝大多数是生活垃圾，但也有药瓶、注射器等医疗垃圾。
以前村民对生态环境保护还没有什么概念，就任由垃圾车一车又一车地往这边运倒垃圾，慢慢习以为常。近年来，一些在外面闯荡的村民环保意识增强，认为垃圾污染水源、土壤，破坏村子周边的生态环境，于是强烈要求村里出面阻止垃圾运来。
村干部说，一些村民叫来挖掘机，将进入垃圾山的唯一道路挖断；但很快又有人找来挖机，将路填平继续往里运垃圾。今年4月，一些村民又自发凑钱，在去黄皮岭的必经之路上竖起一个个告示牌，警示外人不要再往此地倒放垃圾，要保护水资源和山林生态环境。
“主要是警醒镇政府的，其他普通人的垃圾车，村民也能挡下。”雅道村的能人蒋先生说，村民山脚下竖牌，申明垃圾山的危害性和横江水库的重要性，希望能够警醒镇政府。
镇政府回应：
运走垃圾山 努力恢复生态
7月8日，良光镇主要负责人向南都记者证实，雅道村旁黄皮岭上的垃圾，的确是该镇政府多年来倾倒的，往这里倒垃圾的还有附近的一些街道和村庄。
“化州市没有垃圾焚烧厂，以前这里是作为垃圾填埋场用的。”该负责人说，不过这个垃圾填埋场并非官方发文正式定的，所以周围或地底并没有做防渗漏等专业措施。
该负责人称，虽然事出客观无奈，但如此处理垃圾并不妥当。他刚到良光镇任职，已经责令相关科室整改，并和有关方面协商，准备将垃圾山全部运往茂名焚烧厂处理。黄皮岭也立项改进，努力恢复生态。
针对在水库边倾倒垃圾的问题，良光镇负责环卫工作的王先生也接受了采访。王先生表示，主要是因为良光镇的垃圾没有地方倒，所以才倒在黄皮岭。

镇干部：土地是我们镇政府的，雅道村村委会每年也拉几十车垃圾过去，还有附近其他村委会。以前茂名没有垃圾焚烧厂，镇政府就往那里倒，现在茂名有焚烧厂了，就不往那边倒了。
记者：垃圾的运输、处理、填埋有很专业的操作规范，地下和周边至少也要做防渗漏的措施吧？
镇干部：良光镇没有地方填埋垃圾，不光是我们政府，很多村委会一样是放在那里；现在我们政府把垃圾全部拉到茂名去了。
记者：村民说你们前一段时间都还在往那里倒。
镇干部：他们村委会过年的时候都拉了三十多车在那里。
国家公职人员环保意识应该比普通百姓强
记者：竖环保警示牌你也参加了？
村民蒋先生：是的。
记者：为什么不通过其他一些更加直接的途径，比如向上级政府职能部门反映？
蒋先生：向很多政府部门投过举报信，比如垃圾处理的主管单位化州市建设局，可是你看，垃圾山还是天天堆在那里，没有改变。
记者：镇政府干部说，往黄皮岭上倒垃圾是因为以前化州市没有垃圾焚烧厂，有现实的客观原因。
蒋先生：有再大的难处，也不应该拿破坏生态环境来换吧。
记者：镇政府干部说你们村里自己都倒过？
蒋先生：这事我还是第一次听说。不过不管怎样，国家公职人员的环保意识应该比普通老百姓强，他们应该出来阻止，而不是自己带头倒。
