7月12日，南海仲裁结果就将揭晓。这两天，海军三大舰队齐聚南海，大张旗鼓地开展了一次军事演习，全球关注。这是军改后最大规模的一次海上演习，也是解放军新的指挥系统搭建完毕后首次磨合上阵。

在我们的传统印象中，三大舰队海上演习，海军司令到场督战是“正差”，为何南部战区司令也得在场呢？

主建与主战，彼此影响，互为联动，都是为了打赢做准备，“建”是基础，如果“建”不过硬，“战”则出师难捷；“战”为准绳，如果“战”不胜任，“建”则白费工夫。简单说来，战场打不赢，一切等于零。
对于广大官兵来说，无论处在指挥链上，还是处在建设链、管理链、监督链上，打仗永远是第一要务，打赢永远是第一目标。这是最直观、最过硬的指挥棒和评价标准，有了这个目标，主战、主建的责任自然就明确了。
此次前来督战的还有一位上将：副总长王冠中。他的亮相，跟他的头衔变化有关。军改前，他是解放军副总参谋长，军改后，他是中央军委联合参谋部副参谋长。战区联合指挥，自然需要联合参谋部派大员前来坐镇。
王副总长还有一个重要职务：国家国防动员委员会秘书长。国防动员因战争而生、为打仗而备。国动委的职责是，协调国防动员工作中经济与军事、军队与政府、人力与物力之间的关系，以增强国防实力，提高平战转换能力。这一职责，也充分体现了“联合”之意，不仅有部队之间的联合，也有军地之间的联合。四上将“联合”督战，正是军改思路的最生动展示。
