“家庭厨房外卖”产业背后的三大隐忧

想要吃一顿合口的饭菜,又不想忍受排队之苦?下了班回家,又不想自己做饭?想吃一下家乡的味道,又不会做?最近,一种家庭厨房的外卖模式悄然流行起来,家厨APP也一个个火了起来。但其实这种家庭厨房外卖的模式处于灰色地带,目前仅能靠平台监管,食材安全和卫生更多的是靠家厨们的自律。还有个别家厨因为在出租房里干“私活”遭到居民和房东的抗议。专家表示,家厨发展到一定规模,会引起相关部门的重视,更趋规范化。

家庭厨房外卖模式能够给消费者带来便利,但是其背后的风险问题值得大家去思考。

首先,工作环境不一,健康难以保证。

在我国从事餐饮行业有些证件时必须的,包括最基本的餐饮从业人员健康证、排污许可证(环保手续)、餐饮经营许可证(食品卫生许可证)、食品流通许可证办理营业执照(工商证)、税务登记证(税务证)这一系列证件,而这些恰恰是家庭厨房所不能保证的,这样其实无疑给家庭厨房的消费者们带来了健康的隐忧。同时,家庭厨房的环境不一,很难保证卫生状况,更为家庭厨房外卖这种模式蒙上了一层阴影。

其次,食品安全得靠自律监管处于空白。

食品安全也是“家庭厨房外卖”模式惯打的招牌,但其实这些家庭厨房真的就能保证食品安全吗?缺乏有效的监督仅靠自律的家庭厨房如何能保证安全?

北京市消协法律顾问邱宝昌表示,新《食品安全法》要求对外经营的餐饮企业必须进行强制许可,取得流通许可等资质,但家庭厨房更类似于小作坊,法律基本处于空白状态。

针对外卖平台频繁曝出的资质乱象,中国商务部、中国国家发展改革委员会2014年联合发布《餐饮业经营管理办法(试行)》,规定提供外送服务的餐饮经营者应具备营业资质。但在邱宝昌看来,即便将“家庭厨房”纳入监管范围,实际操作上难度也很大,执法人员不可能对民宅逐一探访。

最后,手艺参差不齐,有些家厨四处挪厨房缺乏稳定性。

家厨们的水平其实也是参差不齐,近乎零门槛的进入机制,其实缺乏对家厨手艺的一个筛选。同时有很多家厨是在出租屋内,大量的接单会给周围的居民带来一定的影响,很多房东也不会支持,这就导致有些家厨需要四处挪厨,使其缺乏稳定性。

“家庭厨房外卖”模式虽然将闲置的厨房资源利用起来,而且给很多消费者带来了巨大的便利,但缺乏相应的监管下,家庭厨房的食品安全质量几乎全靠自律,其合法性也游走在法律边缘。所以,迫切需要有关部门出台相应的法律法规来进行有效的约束,这样才能保证这个产业的未来的持续良性发展。
